Discusses motives for Yaqui-Mayo revolt, including mistreatment Indians by missionaries, extortions, caused by varios Coyotes, mulatos, y lobos Ostimuri. says missionaries treated Indians not like vassals...but slaves, arbitrarily raising up/ deposing Indian governors, etc. States Indian pueblos don't have 600 sq. Varas arable land mandated in Leyes recopiladas. Calls for firm but good treatment Indians. States 400 soldiers- 100 to reinforce Janos, Sinaloa, Corodeguachi presidios, 300 divided among 2 or more companias volantes-enough to secure region; that Huidobro lacks only 25 to complete this number after 200 men from Nueva Vizcaya arrive. Notes need Tarahumara auxiliaries. Praises Tarahumara fighting ability mountainous terrain. Requests frs. Gonzalez, Napoli be replaced. Generally pro-indian.
