Summary
Mendinueta believes El Paso should by taken out of his jurisdiction, and placed in that of Nueva Vizcaya because of great distance from presidio to capital, threat of Indian raids, lack of military support, and difficulty for soldiers, citizens and Indians in El Paso to do business with government of New Mexico.
