Summary
Mention of mulato military troop in Mazatlan; discussion that there is much vice and disorganization in the troop. There is mention of need of garrison near Rosario, and that these well disciplined soldiers may be a great asset. Discussion of presence of some criminals in troop, and attempt to extradite them. There is letter of king where he recommends appointing a new captain for troop, as well as building fort. Soldiers are exonerated from paying tribute. (J. Tapia, February, 1988)
