Summary
Viceroy orders governor of Texas to sell as many cattle as possible, to the French in new Orleans, who are suffering from a lack of meat. French have written to viceroy asking this, apparently after having received no satisfaction from the governor of Texas, who stated there was no extra cattle to be spared. but viceroy orders governor to do so explaining that Spanish have received help from French in new Orleans.
