Summary
Viceroy reproaches governor Ripperda for poor performance by presidio troops as reported by comandante-inspector Hugo Oconor. The causes are two- inexperience and the fact that te Indians have guns and good knowledge of defenses. Viceroy is critical of governors past liberal policy of bartering with Indians and orders it ended. (R. Davis) (1979)
