For three years office of 1st secretary of P.I. Has been vacant due to lack of funds. Hinojas has been 2nd; Bonavia wants to make him 1st. Treasury complains that 3rd and 4th secretaries would then have to be promoted, too expensive. Bonavia eventually wins case by favor of viceroy.
