Barri discusses difficulties of cooperation and trust of his subordinates. Viceroy orders him to Mexico for review and removes him from post while audit in progress. Treasury complains that 3rd and 4th secretaries would then have to be promoted, too expensive. Bonavia eventually wins case by favor of viceroy.
