Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Travel diaries written by Borica while conducting a military thru 1-18-1791; sends message to subdelegado ordering him to conduct visitas in his jurisdiction; population in Cienaga primarily Indian; condition of Bernardino and Cruz pueblos better than most he has visited; suspends visit to Ysabel due to cold Weather and snow; requests that Lagardo be present in Andres or Bachiniba because he wants to make use of his expertise on Indians; dispatches Garcia as teniente general to Cruz and Bernardino pueblos in order to conduct visitas; sends 4 men to Chihuahua with the visita records for a number of jurisdictions; visited Pueblo de Andres where he named the Indian Domingo Valles teniente general; due to cold Weather horses were not able to continue and had to request new horses and 20 men from Cordero in order to continue in March or April; due to delay relays message to subdelegados in Cosiguriachy prohibiting the suspension of services for the Indians so they won't be affected by his delay; includes in this last order missions run by Franciscans and secular ministers but not those running the missions in Guadalupanos who operate different orders; prohibited as well the pursuit of Indians escaped from missions; visits Pueblo of Nombre de Dios where he meets Cordero and Apache Indian captain Ojos Colorados and Turegoslan discussed the plan to attack the Rancheria of Manta Prieta put sargento Reyes in command of 30 men Charged with the attack; Pueblo of Nombre de Dios made up of two Indian groups Taraumares and ?; named Indian Espinosa teniente general of San Geronimo and gave him guidelines by which to govern; named Juan de Lamas (Indian) as teniente Coronel; letter introducing the diarios de comision from 1-19-1791 thru 2-4-1791; explains that depending on the severity of the cold Weather and the condition of the animals he may have to suspend temporarily the continuation of the visitas; he personally is suffering the effects of the cold Weather; had two Indians from Nombre de Dios and Cuebas pueblos resettled to their towns found on the hacienda de Dolores; gave permission to Indian Juan Nicolas and his family to remain settled in Tulimes despite an absence of twenty years; named teniente Coronel the Indian Andres Conchos de Santa Cruz put him in charge of Tulimes, San Pablo, and San Pedro, found Indian Joseph Cervantes with woman sent her away, found another Indian from Chubica named Antonio, notes how Indians were forced to work the lands of Bustamante instead of their own with the result that they experienced food shortages, also used Indians as cooks, water carriers, and sweepers in weekly rotations without pay and giving them only meals, Borica prohibits this from occurring again, names Berroteran as teniente general, notes abundance of corn in jurisdiction of Chihuahua, receives information from subdelegado of Batopilas on naming of Indian Jose Julian as teniente general de Navagame. Summary
Correspondence between Croix, virrey, king, Galvez, others, in which determined that 'secretarias' of comandancia general have same right to privileges, salaries, promotions within 'real hacienda,' as 'secretarias' of virreynato. Issue begins with Croix requesting that virrey send copies of all reales Ordenes, etc. Regarding structure, treatment of secretarias in virreynato in order to 'extenderlas en los Propios Terminos' to those of comandancia general. Hierro advises virrey (See marginalia of Croix letter), confessing that extent of Croix's, secretarias' rights unclear, that Croix has promoted independence of region but now wants financial help from virreynato. Previous 'reales Ordenes' reviewed in order to solve dilemma; Croix, and officials whose futures rest on decision, plead with virrey. 'relacion de Merito,' recommendations, brief employment histories of several secretarias provided by Croix, Corvalan in hopes of promotion. Galvez determines that secretarias of comandancia general deserve same salaries (increases to come from 'fondos sobrantes' in virreynato), eligibility for promotion within virreynato; king, not virrey, will consider promotion of officials from comandancia general. Series of letters between Vaamonde and conde virrey concerning: Vaamonde's petition for promotion and his request for clarification of its status, virrey's response that no definitive decision can be made until proceedings into alleged misconduct of vaamonde are completed, virrey's assurance that he will not be the one to make judgement on the proceedings, a request for an audience with the virrey in order to defend himself against the accusations, acknowledgement of the receipt of a decree concerning where applications for deeds should be made and his intention to have it made known to all those in his jurisdiction. Summary
A Series of letters written by Vaamonde and virrey concerning a promotion sought by Vaamonde and a dispute over a tax (Media with the way his petition for promotion was subverted by rumors and innuendos, his feeling that the dishonor caused to him and his family by his continuation in his current post may be the cause of his resignation, virrey's response that no action can be taken until the legal proceedings related to the case are concluded, Vaamonde's procurement of inspector Nava to conduct thorough investigation of their allegations of impropriety and thus clear his name, the impossibility of his being able to provide for family and other obligations if he is not exempted from the, media annata tax imposed on his salary, cites his predecessors exemption from tax and seeks the Same, virrey's response that his request is reasonable but that the matter is not within his domain, Vaamonde's contention that the area under his control is unproductive and does not provide a supplement to finances of Nuevo Leon.
