Concerns Barri's response to viceroy's request for information. says his knowledge only from a few confidential letters as to Fages' conduct. Has asked Palou to submit list of converted Indian families who could be relocated. Has sent mules and horses to Fages. Discusses most opportune time for safe transportation of mail and provisions. says Indians are given rations not salaries which violates instructions of visitador general. Lack of payment as well as harsh treatment and hunger drives Indians away and makes conversions difficult. says harmony with Franciscan priests can't be achieved because they interpret viceroy's orders as they See fit. Many military men support this opinion. Relates a great resentment due to Dominican take-over. Responding to request for information on Ibarzabal, Barri sends documents from 1769 which confirm his receipt of religious licenses. Documents describe area of Ibarzabal's jurisdiction. Galvez recommended 365 pesos per year salary and asks bishop to immediately award him a canonical institution. Gives instructions for building and administration of new church. License granted to Ibarzabal to administer sacraments, to marry all ethnic groups as well to perform Altar and confessional duties. Summary
Concerns Antonio's reference to improvements, suggested by Barri, being made in missions in California. says after Jesuit expulsion, Franciscans received missions of southern California with more than 1,000 Indians. Contains list of each mission and numbers of Indians drastically reduced in only four years. Priests told archbishop decline due to Galvez having sent Indians from two other missions to Todos Santos where they died of disease or deserted. Said decline also due to loss of cattle and tools on expedition to Monterrey; Indians became dependent on missions who couldn't provide for all. Antonio says Indians wouldn't flee if given weekly rations of meat and seed because they suffer from starvation. Treatment is inconsistent with Christian message. Approves of Barri's idea to incorporate missions. Relates abuses of some priests who administer sacraments without any license from bishop. says this may be case with Ibarzabal. Suggests judicial clergy to monitor mission activity and that inventory be taken annually. Contains separate decrees by fiscal and viceroy summarizing and approving these suggestions. Regarding selection of Visitador General Antonio suggests a person to correct missionaries, cooperate with governors, withstand the climate and one who is not currently in a mission. Suggests Gomez for position. Areche requests Antonio to compile information on Gomez and Ibarzabal. Areche requests viceroy to declare who will pay 2,000 pesos to new visitador. Viceroy recommends matter to Mangino who replies that charging the California missions would pressure an already strained budget. Dominicans have added responsibilities from new missions acquired. says each mission should contribute funds according to amount of property owned. Concerning licenses, Areche will send 27 priests to missions to request to See licenses for religious activities. Those without proper authority will be suspended. Neve expresses need for equalization of salaries for same rank/position among military, religious and civil personnel. Summary
Neve's correspondence includes (most important documents, service records and promotions, rebuilding mission at San Diego and constructing Capistrano. Details geography of area around San Francisco and Santa Clara mission, especially natural resources. Lists of numbers of officers and craftsmen at four Principal California presidios, supply escorts, real reglamentos pertaining to details of presidio construction and tackle for cavalry companies. Ff. 354-356 is list of salaries and numbers of officers, craftsmen, and rations for presidios crews and ships, including Actual costs vs. Those alloted by missionaries, income from tobacco and other crops, purchase and distribution of mules, horses, and supplies, shipping, tackle for soldiers and settlers. Very important and detailed correspondence include (especially agricultural and religious supplies for 3 missions of the Santa Barbara Canal; F. 309 lists officers for 3 Principal California presidios. Serra reports on repairs to old and construction of new missions, emphasizing temporal and evangelical elements in conquest of souls. F. 312 details requirements for furnishing missions and religious objects for each mission. Provides salaries of religious personnel for each. F. 313 is a list of priests at each of 8 missions attached to Monterrey. Comments on bad examples for Indians set by troops and settlers in area. Neve discusses weapons and clothing supplies for California troops and settlers. F. 318 list of clothing necessary for people in missions and presidios. Important document regarding the political and geographical and Alta. Valdello went with Ruiz to explore lands. Discussion of advantages (spiritual and temporal) of dividing government of Antigua and Nueva Californias, including faster Indian conversion Rate and agricultural progression. Reference to historical annexation of California to Sonora and movement of government from Loreto to Monterrey (500), leaving captain acting as teniente of government of Baja California. Notes great geographic distance between these sites and remoteness of Loreto to Monterrey leaders busy with, among other things, northern new establishments and spiritual needs (conversion). Division is suggested for these reasons. Governmental division will expedite Monterrey-to-Loreto correspondence to 60 or 70 days (502). Summary
Correspondence between Mendibil and others regarding exemption of mailing charges of missionary communication. Exemption applies to ports where correspondence was received -originating either within or outside of provincia. Decree effective may 6, 1773. Accounts importance of correspondence to mission's sustenance. Correspondence mainly amongst missionaries and with San Fernando college; often deals with marriages of individuals of troop. Requests that teniente of Loreto and mail carriers be made aware of exemption. Informe to administrator of mail of Mexico mandating that presidios use funds from real hacienda to pay port charges, not missions. Request that copies of degree be sent to postal administrator. Informes from fiscal de real hacienda and the real tribunal de Cuentas to mail Assesor. (J. Hiller, February 1989)

Documents concerning fernandinos missionaries shipwrecked when sailing in fragata galga. They were taken to Isla Guadalupe and then to puerto Rico where 5 died. The documents state el Fondo Piadoso de las misiones de California must support the pension expenditures given to missionaries instead of real hacienda. (R. Gomez, October 1988)
