Concerns Antonio's reference to improvements, suggested by Barri, being made in missions in California. says after Jesuit expulsion, Franciscans received missions of southern California with more than 1,000 Indians. Contains list of each mission and numbers of Indians drastically reduced in only four years. Priests told archbishop decline due to Galvez having sent Indians from two other missions to Todos Santos where they died of disease or deserted. Said decline also due to loss of cattle and tools on expedition to Monterrey; Indians became dependent on missions who couldn't provide for all. Antonio says Indians wouldn't flee if given weekly rations of meat and seed because they suffer from starvation. Treatment is inconsistent with Christian message. Approves of Barri's idea to incorporate missions. Relates abuses of some priests who administer sacraments without any license from bishop. says this may be case with Ibarzabal. Suggests judicial clergy to monitor mission activity and that inventory be taken annually. Contains separate decrees by fiscal and viceroy summarizing and approving these suggestions. Regarding selection of Visitador General Antonio suggests a person to correct missionaries, cooperate with governors, withstand the climate and one who is not currently in a mission. Suggests Gomez for position. Areche requests Antonio to compile information on Gomez and Ibarzabal. Areche requests viceroy to declare who will pay 2,000 pesos to new visitador. Viceroy recommends matter to Mangino who replies that charging the California missions would pressure an already strained budget. Dominicans have added responsibilities from new missions acquired. says each mission should contribute funds according to amount of property owned. Concerning licenses, Areche will send 27 priests to missions to request to See licenses for religious activities. Those without proper authority will be suspended. Summary
Concerns frays' thoughts on the virrey's new method the ultimate goal of which is firm establishment of reducidos, establishment of new missions and development of missions perfection of spiritual culture and progression of spiritual conquest in north America. Effectiveness of method to depend on proper maintenance, election of qualified ecclesiastic as well secular workers chosen by prelados regulares and enactment of exact rules for missionaries and governors to follow. Concerns necessity for fortified presidios and expedition of Spanish forces with knowledge of nature and enemy's ways to protect missions against increasing movements of infidels on frontier. Petition for virrey's attention regarding proper wages for troops, ministers' salaries reimbursement for expenses incurred and maintenance of synods. Financial provisions to be made by instituting proxy for each province containing missions. Frays advise that to achieve goal, need to populate new areas, and establish new missions in most fertile areas. Indians should learn at the mission weaving or another laborio for commerce and must only be taken from mission for a true service of the crown. Detailed description of missionary duties and rules for the conversion of souls. Mention of Solorzano and book iure indiarum. Description of projects to be undertaken after seeds, raise birds and instruct converts in political and personal relations. Ministers must be most literate and must teach Indians Castellano. Missions must have a teacher and a school. Discusses Indian ideas on land ownership, but recommends a system of common land for Indians until their sufficient yield to divide it. Ideas expressed on Indian behavior, appropriate religious practices, mandatory daily town meetings to explain catholic concepts and use of agriculture, trade and kind treatment to attract Indians or return them to missions. Noted that Pimas are lazy and have few useful skills while Opatas are more hard-working and skilled due to more interaction with the Spanish. Concerns also need for doctors and hospitals. Discusses baptisms, Indian government and Indian obedience to their superiors. (M. Dannemiller, October 1987)

Summary
Concerns alleged mistreatment of Pisones by missionaries at Ygollo; presentation, verification of charges a lengthy process, issue continues in sequences 3 and 4. Gimenes, captain of Pisones, outlines poor administration of mission, mistreatment of Pisones who inhabit area and care for mission livestock. Beseeches governor to finish construction on church first promised them in 1749. Informs him that Indians started building church years earlier, also do mission farming, but that reverand fathers have them working 'enero a enero' without payment, assistance or food, only reward is death. One Father left with large sum of mission's money. Gimenes has instructed Indians to cease construction of church until conditions improve; Ramirez sent by governor to investigate situation; in subsequent autos, other sides of issue heard. Fathers offer defense in missives to pizzaro; following autos, various inventories made over years of ecclesiastical and secular goods at Ygollo, testimonios verifying information; individuals testify to treatment of Pisones, knowledge of inventory, quality and quantity of harvests, livestock at mission. Concerns issue of whether or not to secularize 'curato' of Hoyos following death of fray Diaz Cardena; governor wants authority to select 'curas' and decide number necessary; Obispo argues that such authority lies with Franciscans, informs governor, others, of need for at least 3 'curas' in 'curato' because Indians leaving area, returning to Sierras, and that distance between Ranchos, haciendas great. Ff. 419-432 detail recruitment, transportation, settlement and protection of 70 families of colonists from Sonora for Alta California, of alleviating poverty and idleness by recruitment in Mexico; safety and choices of routes in combination of maritime and land means for transportation of settlers; desirable areas for colonization in new territories regarding protection, agricultural production, provisioning, recreation, water supply yet to extend Spanish occupation, defense and pacification plans; formation of companias volantes and militia to combat Indian hostilities and need for new regulations to do so; improvement of agricultural techniques and manufacture of domestic industries; long sections on required rations of food and other necessities, allotments of cash, markets for purchasing, selling regional commerce, supply and production of cattle, horses and mules. Neve's correspondence includes (most important documents, service records and promotions, rebuilding mission at San Diego and constructing Capistrano. Details geography of area around San Francisco and Santa Clara mission, especially natural resources. Lists of numbers of officers and craftsmen at four Principal California presidios, supply escorts, real reglamentos pertaining to details of presidio construction and tackle for cavalry companies. Ff. 354-356 is list of salaries and numbers of officers, craftsmen, and rations for presidios crews and ships, including Actual costs vs. Those alloted by missionaries, income from tobacco and other crops, purchase and distribution of mules, horses, and supplies, shipping, tackle for soldiers and settlers. Very important and detailed correspondence include (especially agricultural and religious supplies for 3 missions of the Santa Barbara Canal; F. 309 lists officers for 3 Principal California presidios. Serra reports on repairs to old and construction of new missions, emphasizing temporal and evangelical elements in conquest of souls. F. 312 details requirements for furnishing missions and religious objects for each mission. Provides salaries of religious personnel for each. F. 313 is a list of priests at each of 8 missions attached to Monterrey. Comments on bad examples for Indians set by troops and settlers in area. Neve discusses weapons and clothing supplies for California troops and settlers. F. 318 list of clothing necessary for people in missions and presidios. Ff. 319-320 refer to past methods in determining minimal subsistance of food and clothing supplies. F. 321 is chart of amount of bullets, gunpowder, flints and types of weapons by presidio needed for defense. Defines need for new regulations to correct deficiencies due to distances of king and real hacienda from California. Proposes improved military organization and requests greater numbers of soldiers, supplies and horses. F. 324 discusses military escorts, organization, personnel, time of year with estimated subordination of soldiers, military promotions, equipment for cavalry units.
