Summary
Concha states that Mimbrenos, Gilenos, Apaches, Faraones, Navajos, Yutas and Cumanches are present in New Mexico --the latter two being numerous and strong. Provincia composed of 8 jurisdictions. Reports that town Indians are applied workers that cultivate carefully their lands, selling part of their crops, and dressing selves with fabricated textiles. Indians reported to enjoy a comfort greater than in anywhere in the two Americas. Indians also credited as robust and agile in war. Notes that Spanish population, much more numerous, is equally dedicated to agriculture and care of livestock. Women weave cotton and wool skillfully. Notes snowy Weather conditions. Provincias, use of bartering and coins called pesos de la tierra. Reports that residents and Indians are very obedient in military campaigns; however, they are not richly provided for. Indians lack instruction from missions while Spanish have little. Description of makeup and excellent quality of troops in provincia. Notes advantages of alliance with Cumanches, Nabajoes, Yutas to unite against common Apache enemy. Geographic and military plans of two summer campaigns which utilize Allied Indian nations. (J. Summary
Document gives figures for total amount of revenue produced in salt industry in this area. Mentions role played by Barlovento River in economic development of area. Mentions bad effect of salt in water supply on agriculture. Some settlements in area have expanded to degree that they are exposed to Apache attacks, no troops for protection. Proposal for compania de sugetos along coast from Veracruz to Balisa, or else have real hacienda fund development of fishing industry; also wants more Naval activity. Detailed accounts of economic potential of fish species in these waters. Area between interior and costal settlements must be populated to contain Apaches; details best ports along coast for bringing Spanish settlers in to populate said area. Attention must be paid to northern frontier as U.s. is gaining strength in world trade, makes good use of Indian relations to conquer new territory. Only important trade with northern Indians is in fur, but american mining ventures will tend to result in permanent villages, to detriment of Spanish. Examples of situations in which use of fuero militar has helped establish successful settlements. author favors paid milicias provinciales only when fighting to help populate areas. Government help to settlements will depend on productivity of areas. Noriega favors putting Escandon in charge of these projects. (O. Velez, March 1990)

Summary
French trespassing into the Tejas provinces by San Dionis under pretext of buying livestock for Luisiana. They are believed to be looking for more land to occupy and trade with the Indians. Translation of San Dionis observations and map from San Juan presidio to Diego Ramon's at the Rio Grande cause Audiencia general to approve the establishing of missions in the Tejas provinces in order to maintain control over the Indians there. Descriptions of fertile lands and friendly Indians. Trade is to be stopped with the French. Supply lists and salary expenses for military escort for missionaries. Ramon and Espinosa travel from Saltillo to the Tejas or Asinai provinces with 75 people comprising of soldiers, missionaries and civilian men, women and children. They travel from February to April and establish 4 missions. Heads of 4 missions declare supplies needed to equip Indian nations absorbed by missions listed. (E. Wilson, March 1990)

Military personnel and civilians are sworn to testify in response to questions on; how they heard of the French trespassing the Colorado River into Spanish territory; when they first heard of it; how much land they believe the French have occupied; and what outposts or presidios the French may have built on said land (ff. 163 - 171). Ratifications (ff. 171 - 180). Indian interpreter relates French trade activity with the Indians. Spaniards describe black slave mistreatment by the French and consider their potential to become loyal Spanish subjects. Junta de guerra y hacienda considers weight of testimonies and action to be taken, if any (ff. 208 - 215). French crown has paid multilingual spies planted, which the Spaniards condemn. (E. Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Summary
Entry of two Frenchmen into Nueva Mexico to trade and explore territory. Detained and merchandise confiscated, sent to Santa Fe to governor who after investigation with aid of translator decided to send men to Mexico after auctioning their merchandise. from Chihuahua men were sent to viceroy in Mexico City where they ended in jail. Last document dated January 31, 1754 states that both Frenchmen still in jail and their declarations being translated into Spanish. (A. Dell'acqua. 4/17/87)

Summary
Interim gobernador of Californias, Arrillaga, requests a legal opinion (consulta) as to what should be done about neutral ship which put into a Spanish port asking for aid, but then after having received help continued to land at other ports. Final decision is based on treaties, signed in Madrid in 1795, between Spain and United States, and Spain and France. These treaties define territorial limits for navigation and commerce between signatory nations. Royal orders of May 3 and 31, 1792 gave detailed instructions for protection of heartland by coast guard. These contribute to a royal resolution proclaimed on July 15, 1805, which authorized legal seizure (comiso) of ships and cargo of ships of any nation whatsoever that breaks or exceeds boundaries agreed upon in earlier treaties. Most interesting aspect of these documents, including ones to-from virrey of Buenos Aires, is great preoccupation with Anglo-American and-or British incursions into waters of Spanish territories. Opinions are exchanged which fear that many of these ships under pretense of emergency aid are actually engaged in illegal activities such as contraband and-or whaling, fur, or leather trade. (J. M. Summary
Three deserters, Juan Blanco (espanol Europeo), Juan Bautista (espanol asiatico) and an indio gentil reach presidio of Santa Barbara. Statements are taken from two christians covering details of where ship came from, was going, nature and purpose of trade, repairs, etc. Ship they deserted was Anglo-american mercurio (marcure) engaged in fishing and hunting otter. Captain's name was George Desentory. Three are taken to San Blas for further investigation and indio gentil is baptised Roman catholic. (J. M. Johnson, December 1986).
