Summary
Reyes and Ugarte y Loyola submit informes to Galvez noting disastrous condition of missions and towns. Proposal to create Custodia de San Carlos and movement of capital to Ures. Reyes reports having walked to Arispe, seeing 14 mission towns, their churches and houses almost in ruins. Reports that Indians are without respect and obedience to their priests. Spoke with comandante general who shared bishop's goal of saving important province of Sonora from ruin. The two make plans for founding Custodia de San Carlos, rebuilding churches, missionaries' homes and cultivating of lands. Reyes asks that Galvez publish such a mandate to motivate Indians and Spaniards to work and pay administrative fees. Reports of prison being built (materials used included) but other spendings and buildings ordered by king will be lost. Describes Arispe terrain as sterile and without pasture and with little water, wood, and other building materials. In contrast, Vega de Ures is described as very fertile. These two locations along with Banamichi are evaluated as potential capital sites. Specific administrative plans for leaders and governing regulations. Indian drunkenness and spies are mentioned. (J. Ugarte y Loyola submits detailed informe regarding criminals accused of treason and means to contain rebellious Indian nations. Tabular listing (f.50) of number of prisoners (including degrees of imprisonment, number of those assigned work, and number of deaths by sickness) accused of treason and other crimes. Notes existence of domestic enemy Allied with Apache nation who serve as spies. Sites examples of collaboration of these enemies with Indian enemies. Ugarte y Loyola informes Galvez of resolutions passed to contain rebellious Apache and Taraumara tribes. Instructions for Borica and Diaz in their visit to Indian communities for inspection (J. Arredondo advises viceroy that coastguard ships from Veracruz have been deployed along Texas coast to prevent arms shipments to rebels. Petitions viceroy for funds for payment of synods, stipends to retirees, invalids, and widows, and procurement of arms and munitions to fight rebels. Also advises viceroy of talks with U.s. to prohibit rebel meetings in new Orleans and bribing of Indians to revolt against Spanish. (A. Tukey, September 1988)

Summary
Orders and documents from Castilla y Theran regarding various Coahuila matters including his own merits and Indian relations. Reason for Castilla y Theran's biography to be included not mentioned. Apparently when the king named marques de Zesma was named interim governor. Most of these documents deal with Indian matters. Mention is made on ff. 120 of a decision to wage a military campaign against indios enemigos who is was said were committing many inhumane cruelties in Chihuahua. Cuellar was to lead the campaign. Reference was made to an Indian attack on some Vaqueros at San Pablo ranch; after they had corralled some 400 horses, they were set upon by some 50 Indians. Two vauqeros and an Indian were killed. A few other such confrontations are mentioned. (S. Langmack, July 1990)

Summary
Concerns relations with the Lipanes, Apaches, and other Indian tribes; mentions military conflicts with the Apaches. In particular, the Indian texa, as he is continually referred to, apparently killed a Lipan named Joseph el Coxo in the Plaza of the Valle of Santa Rosa and was caught; thus, many of the documents relate to that incident. Summary
Correspondence with Roque de Medina regarding Provincia de Coahuila. Informes include report from Lipan of fighting between Lipanes and Comanches (total of 300 Indians) in Rio de San Diego. Roque de Medina expresses fear of providing Lipanes with gunpowder and cannons. Lipanes have great fear of Comanches. Request made of Texas gobernador to furnish Monclova with necessary supplies and ammunition to aid Lipanes. Cannons taken from Adaes to fortify Monclova. Report of Apache March to Santa Rosa to cause damage for unknown motive. Talk that Lipanes should be treated with much love so they become rooted in Christian faith. Continual praise of Lipan faithfulness and aid provided in hostile situations. Inspection of presidio Sacramento and its state of fortification and defense. Establishment of presidio Babia and its need of shotguns met by warehouses of San Luis Potosi. Martinez Pacheco presents information regarding relations with Mescaleros and Peyotes. (J. Summary
Castro informes virrey of situation in Texas, that Indian leaders have not been killed, presence of Indian spies. Virrey replies that he does not disapprove of helping Indians, be careful with spies. Castro inspects northern presidios, finds a Spanish woman who escaped from Indians, survived days without supplies; virrey asks Castro to interrogate her, send him information. (D.
