Summary
Correspondence between fray Fernandez and viceroy in which a detailed description of northern group of people who are excellent, disciplined and brave warriors are advancing toward Texas who make Apaches fear for their lives, fray Fernandez describes these people awe stressing the point that now is time to finish converting Apaches to christianism and then turn toward these people to convert them and bring them under crown, these people are called Comanches. Fray Fernandez compares Comanches with syrians. (A. Dell'acqua, January 1988)

Summary
Castro comments on Nava's proposals for presidio, asking that cost study be done before he makes decision. Nava gives info on construction materials, details of design of proposed presidio. Suggests that prison labor be used, that funds could be taken from primera volante's fondo de gratificacion; estimates that with those measure total cost for presidio would be 9-10,000 pesos. Includes sketch of proposed presidio with explanation of use of various buildings shown in drawing. Castro adds suggestions to Nava's plan, but judges that presidio would be ineffective due to geography and inability of soldiers to patrol all the area that Indians use; also states that Indians (Tamaulipos) are too fierce to be contained by reduccion. Budget for plan included. Castro chides Nava for stating that northern Villas had no urgent problems with Indians without first visiting area or consulting topographic map. (O. Velez, February 1990)

Population figures (comparison of current total with that at beginning of conquest), hostilities, plans to create presidio of 100 men to repel indian attacks. As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Discusses how flete overland is determined; more cost effective to carefully time maritime travel. Total cost of all development proposals is 36,000 pesos. (O. Velez, February 1990)

Primarily copies of correspondence between Bonavia, Cordero, Salcedo and virrey regarding defense of Texas border with Louisiana and plans to increase military personnel, artillery, bestias, almacenes, cuarteles, arms, etc. To effectively defend against U.s. land encroachment; included are various letters, to ship military supplies, discussion of local economies and how they will withstand such a population increase (Soldados), discussion of mistakes made by expedition of troops in 1806 and need for better planning and supplies this time, a brief discussion of factories to be established to employ various Indians in region; reference to four packages of gazetas de Nuevo Orleans and fact that communication with Louisiana is prohibited; one letter describes tribes of Indians in region and their way of subsistence (brief but informative); of particular (D. Summary
Report on number of Apaches de Paz presently living at Bacoachic; number of deaths that have occurred since reduccion. Tables list names of inhabitants divided by sex and adult/child; names of deceased divided by sex, adult child and type of death (natural or violent). Ugarte y Loyola attributes early deaths to change in lifestyle. He comments further that Indians suffer greater destruction living in peace than from war. (D. Marksz, October 1987)
