Complains include doctrination of Indians in their own languages, baptism without previous instruction, economic inequality between missions, and a number of petty complaints, Concepcion is accused of being crazy, and transfering him to another colegio is recommended. Follows letter from Concepcion asking for audience from virrey and detailed account of situation. Questionnaire sent by Borica to comandantes of presidios asking about situation in misiones; answers describe in some detail every day life of converted Indians including housing, daily diet and clothing in misiones (folios 10-41). Follows copy of informe previously sent to Branciforte by Borica, and now sent to Azanza. Letter from Buenaventura describing in detail con un Muchacho y Le mando que Se Vaya a fornicar. Borica certifies Arenaza's good record in official document. Follows summary of book-keeping in missions of Nueva California. History of religious, military and civil dominance in California since 1772 is described in some detail by Lull, asking to clear the name of the Missiones in California. Fiscal de la real hacienda suggests sending Concepcion back to Spain to avoid scandals. Unsigned document explaining how missions in California should be divided among different orders. In a long document Laruen summarizes in detail everyday life in missions in California special detail on punishment to Indians, number of lashes, instrument etc, claiming that if something, the treatment to Indians is very soft (mui blando el trato), also very detailed account of aranceles of all missions in California. Laruen asks to dismiss the whole incident with Concepcion, explaining that it is all based in anger of neighbor misiones and presidios due to his bad attitude toward them, follows similar detailed account on housing including measurements of dwellings, materials of clothing, money allocated. This informe and particularly the one that follows are an answer to accusations made by Borica and a number of captains of presidios in the area. (folios 63-101, 104-111). Folios 334-336 from Fages to Bucareli concerns question of distribution of land and furnishing of cattle to settlers who marry Indian women converts in Monterrey jurisdiction. Remaining supplies and cattle for Lower California missions and presidios; of necessary personnel, food, cattle and arms for their defense; advises of shipments and receipts of items to same by paquebots San Carlos, el Principe and San Antonio. 2) ff. 341-344 are 1770 instrucciones from Croix to the Cabo of the Escolta de la mision in 16 capitulos including regulations for distribution of weapons, defensive measures to be taken, treatment and punishment of Indians, care of horses and cattle, food supplies and rations, relations with missionaries and Gentiles, punishments for contraband and illicit sexual relations with Indians. Virrey informs Loyola of Serna's plans to decrease Indian hostilities by establishing two missions under colegio Apostolico de San Francisco de pachuca. Virrey wants additional information on mission plans; leaves decision to Loyola, who protests he is to close to licesor to judge such proposals. Serna is suspended from his company. Serna asks Revilla Gigedo for help from segunda compania against Indians, promises results within year. Serna wants to build missions, have them run by convent of San Diego de Pachuca; to prevent rebellion of converts they should be allowed to remain in traditional dwelling places, integration of trabajo corporal into their daily lives should proceed slowly, their material possessions should not be taken. Serna assesses Tamaulipa area as rich prospect for Mineral resources, livestock, year-round agriculture near coast, fishing. (O. Velez, March 1990)

Castro comments on Nava's proposals for presidio, asking that cost study be done before he makes decision. Nava gives info on construction materials, details of design of proposed presidio. Suggests that prison labor be used, that funds could be taken from primera volante's fondo de gratificacion; estimates that with those measure total cost for presidio would be 9-10,000 pesos. Includes sketch of proposed presidio with explanation of use of various buildings shown in drawing. Castro adds suggestions to Nava's plan, but judges that presidio would be ineffective due to geography and inability of soldiers to patrol all the area that Indians use; also states that Indians (Tamaulipos) are too fierce to be contained by reduccion. Budget for plan included. Castro chides Nava for stating that northern Villas had no urgent problems with Indians without first visiting area or consulting topographic map. (O. Velez, February 1990)

Dionis went to Diego Ramon's presidio to present the map of the summary of autos written in 1688 and 1689 on the Asinay and Tejas Indians, their lifestyle, descriptions of the presidio called Espiritu Santo or San Luis or San Bernardo, its need to be populated by Spanish settlers rather than French and the measures taken to convert the Indians, establish security and trade. Leon sets off from Coahuila in 1684 to investigate a French settlement near the Rio Grande del Norte. Its location in degrees and minutes is given. Boat wreckage from French settlers is found. Leon suggests that presidios into the Tejas provinces be established for at least 1 million Indians could be converted and land is very fertile for farming. Very little progress made until after 1693 (reasons listed on ff. 440-445). Details of the Indians lifestyle and the settling of the Tejas provinces continues through ff. 451. Continuance of hearing of French spies trespassing into Tejas provinces (See Vol. 181.iii) in front of tribunal from ff. 452 - 471. Equiping of presidios and missions is covered in detail. French trespassing into the Tejas provinces by San Dionis under pretext of buying livestock for Luisiana. They are believed to be looking for more land to occupy and trade with the Indians. Translation of San Dionis observations and map from San Juan presidio to Diego Ramon's at the Rio Grande cause Audiencia general to approve the establishing of missions in the Tejas provinces in order to maintain control over the Indians there. Descriptions of fertile lands and friendly Indians. Trade is to be stopped with the French. Supply lists and salary expenses for military escort for missionaries. Ramon and Espinosa travel from Saltillo to the Tejas or Asinai provinces with 75 people comprising of soldiers, missionaries and civilian men, women and children. They travel from February to April and establish 4 missions. Heads of 4 missions declare supplies needed to equip Indian nations absorbed by missions listed. (E. Wilson, March 1990)
