Brief index of volume 170 compiled in 1883. Castro's 127 point harangue of viceroy's efforts to establish peace with Lipanes; reiterates prior criticisms, cites correspondence with king. Contends peace plans contradict prior orders issued by viceroy, his predecessors, real reglamento of presidios, opinions of commanders Croix, Neve, Ugalde, Ugarte y Loyola. Questions Revilla Gigedo and Nava's understanding, knowledge of Indians. Maintains no benefit Santander under Caudillo Sox; Apache Lipanes hostilities in Bexar toward Comanches, other friendly tribes; their attack on Castro at Santa Rosa. Sees Nava's negotiation with Orizaba Lipanes as expensive capitulation detracting from army's ability to protect citizens. Favors exterminating Lipanes, cites Galvez plan to pit tribes against each other, increase troop numbers. Articles touch on subjects of captives, geographic demarcation of settlement, land, lipane responsibility for making sure that all in their population are within the reduccion, alliance with Spanish, judicial jurisdiction, Castro orders contingent of men and details quantity of munitions and supplies to bring to go to Rio Grande area in order to battle indians; copy of letter that first appeared in file 162ah, i between ff.448-454 describing attack on Castro by escaping lipanes; further information on contingent of men requested by Castro; vaamonde writes to conde de Revilla gigedo presenting a case for the reinstitution of the two companies that were disbanded by ugalde in nuebo reyno de leon; vaamonde writing on the state of affairs with regards to military situation in nuevo leon, makes mention of failed efforts of his predecessor ugalde to reach a durable accord with Apaches, inability of military to properly defend the area, request for weapons. Indian attack on hacienda de sandinas; letter describing the efforts of lozaya and moral to apprehend indian attackers; Emparan sends out lozaya to hacienda sandinas to bring back two indians (mescaleros) who arrived at hacienda in peace; empazan uses the example of the apprehended prisoners to justify his request for additional troops; letter describing an indian attack in which two indians were killed, one from mission, also capitan lombrana (indian); Gutierrez de la cueva speaks of indians who are seeking a peace treaty; guiterrez again writes of the indians that came to seek a peace treaty and the reasons why he thinks that they are possibly spies who are sizing up the settlement for a later attack. Summary
Virrey orders division of comandancia general into distinct governing bodies, outlines proposed military and political reorganization, sends letters to functionaries which explain and decree changes; officials respond, acknowledging, commenting, questioning division; Ugarte y Loyola, appointed comandante general de Poniente, accepts position, informs virrey of present relations with various Indian groups, peaceful with some Nabaxoes, Gilenos, and Mescaleros, hostile with others, even of same groups, 'reduccion' of Gilenos and Mescaleros proceeding well, worries to virrey that division of comandancia may jeopardize 'proyecto de pacificacion' due to separation of 'conocimientos' and differences between his manner of dealing with Indians and Ugalde's, appointed as com. Gen. de oriente; virrey tells Ugarte y Loyola not to worry, but realistically neither will See complete pacification in lifetime, 'acuerdos' and appointment of Indian 'auxilios' step in right direction though. Concerns Ugarte's campaign to Coahuila. Concerns relations with several tribes there, requests for and conditions of peace agreements. Terms of agreement with Mescaleros in noret and Lipanes in Santa Rosa. Diaz goes to pacify Mescaleros and avoid hostile retribution for Mescaleros killed in prison. says must force two groups of Lipanes in south and north to request peace. Contains letter from Diaz describing peace request from Lipan messenger. Ugarte assigned to Guadalajara. Nava to take his place. Ugarte passes needed info to Nava. States general conditions at time of his departure. Good info regarding Indian relations. Progress with Comanches resulted in peace agreement. Virrey states conditions for complete non-violent peace for Lipanes. says must report criminal activity. Must live in peace with Chiquicaquis in Sonora and Gilenos in Vizcaya. Ugarte says during his command 1,767 proven Indian deaths. says salary of 8,000 pesos not adequate. Asks virrey to recommend increase to king. (M. Dannemiller, February 1989)

Summary
Concerns planned campaign by Ugarte to Coahuila to determine true conditions and relations with Mescaleros, Lipanes and Gilenos in area. Provides locations of each tribe. Plans to meet with friendly Mescaleros and visit Lipan rancherias to remind them of previous friendship with Spanish. says Lipanes know him from days as governor and will respect his request to lay down arms. Ugarte plans to leave Diaz and Cordero in command during his absence. Virrey leave only one man in charge of each province because military should be responsible to only one leader. Includes letter by Sierra Gorda saying must offer reasonable conditions to Lipanes if requesting peace. Includes set of letters to Emparan giving him military advice. Collection of copies of letters sent to Ugarte describing present conditions of Mescaleros in Norte and Diaz' plans to unite nation when Ugalde's retreat is assured. Conditions reported by three governors. says Ugalde refused Lipan request for peace. Indians deny accusations of theft in Norte, saying soldiers could follow them to verify peaceful intentions. Describes results of Diaz' campaign with Mescaleros. Gilenos flee after attempts to contact. Mescaleros responsible for burning property and theft of cattle. Final report says Ugarte believed damages done by Gilenos until advised of theft of 1450 cows and murder of 22 soldiers by Mescaleros. Documents also discuss rumored death of several Indian capitans being held in Spanish prisons. (M. Dannemiller, February 1989)

Concerns Ugarte's claims that Ugalde has misused authority by making extraordinary requests of officers under Ugalde's command. Also, Ugarte says presence of Ugalde's troops endangers present peaceful relations with Indians. Ugalde moving troops to El Paso where Mescaleros are formalizing a peace request. Virrey says Ugalde was told to keep governor of Coahuila informed and asks Ugarte to advise him of situation. Includes several oficios regarding Ugalde's presence there and a copy of Rengel's letter to Ugarte regarding summons to El Paso by Ugalde. Includes copies of Ugalde's requests for troops and horses. says Ugalde never conferred with him. Contains Arzes' account of movement of troops and geographic description of area and water sources. Provides number of people, ranches and governing leaders of Comanches and other tribes in area. Describes activities of and campaigns against Indian tribes in area. Concerns events leading to present conditions in provincias under virrey's predecessor and explanation of Ugarte's difficulty with Ugalde. Detailed description of relations with several tribes. says displeasure arose from previous virrey's refusal to acknowledge Ugalde's insubordination and the serious setbacks suffered under his command. says Ugalde misguided Florez and violated many important peace pacts with Mescaleros. Provides description of conditions of Ovedsitas and Toacanas, enemies of Apaches. Mentions territories of tribes. says he established peace with Comanches who also assist in Apache destruction. Describes conditions of peace or war with different Apache branches. Mentions some tribes are Christian. Navajos have broken alliance with Gilenos and no longer conduct raids as was condition before comandancia was divided due to lack of knowledge of these relations. says this event offended Indians who returned to agression. says Texas and Coahuila should return under on command and Leon can defend with own troops led by governors. Summary
Concerns Ugarte's explanation for disagreements with Ugalde concerning method of defense for provincias. Ugarte agrees to remain in Chihuahua to meet with Ugalde. says both commanders should grant peace to Mescaleros in Nueva Vizcaya despite Ugalde's disapproval. Ugarte says Ugalde's information is incorrect and was gathered by ignorant people. says his own proof more reliable regarding controversial issues. Asks permission to send expediente directly to king. Asks virrey to review miserable results of Ugalde's campaign. Ugarte includes informe by Maynez relating peace request by Mescaleros. Maynez told messenger to return with food and tobacco as proof of intent while waiting for virrey's reply. Virrey denies request due to planned campaign by Ugalde to intimidate Indians in area. Orders Ugarte to maintain war against Gilenos. Discusses placement of his troops in different areas in north. Grants permission to send expediente. Summary
Concerns relations with Indians and infractions of peace agreements. says Apaches have acquired valuable knowledge and advantages possible only during peace yet do not practice peace. Move north or request peace. Ugalde requests permission to meet with translator, follow moving Indians and remedy present conditions. says Ugarte should imprison all denying peace at present since campaign difficult to initiate due to drought. says Texas can't provide cattle or horses to campaign and many dying from lack of water and grazing land. says this campaign to ensure compliance should not extend to Nueva Vizcaya where peace should not be offered. Virrey says campaign should begin soon after end of drought and warns Ugalde that Indians accepting peace should not be punished. Ugalde provides description of campaign and information on type and number of troops employed. Contains troop inventory and important campaign notes. Ugalde hoping for well-deserved promotion to brigadier based on mentioned accomplishments. Contains lengthy summary of merits and services of Ugalde, his Father and grandfather including family and military history in both new and old world. Includes participation in military events, appointments and mention of previous superiors. Virrey sends resume to king for response. Virrey approves Ugalde's temporary appointments. He delegated command of four provincias del oriente to Gutierrez and placed Echeagaray as inspector, men he highly praises. (M. Dannemiller, February 1989)
