Letter recognizing Castro as commandante general of the provincias oriente formerly coronel; history of post above which had been filled earlier by Ugarte y Loyola, nava, and ugalde but as brigadieres only; letter from an unnamed higher authority stating that Castro's scope of authority is military only and does not include political or economic matters as assumed earlier; letter discussing title of job being discussed and its duties, salary, personnel requirements, and Castro's difference of opinion on these matters; flores' view that the six provincias that Castro is in charge of are too large for anyone to carry out military, economic and political duties at the same time, names the six provincias involved, states that personnel directly under the virrey will be in charge of the latter two areas; Castro replies to above letter by stating that even if duties are only military he still needs help of an asesor and secretaria and adds that his inability to remove those people involved in the justice system who are not fulfilling their duties hampers his military function and is testimony to the fact that his authority needs to be more encompassing; vaamonde's letter to virrey stating that his job in the province of nuevo leon has political and economic jurisdiction and Castro's claim to these is unfounded; Castro feels that conflict described above could hamper his ability to perform duties if he runs into resistance from those whose domain were threatened; letter from Gutierrez de la cueva telling virrey conde de Revilla gigedo that he will publish virrey's order that Castro be given political authority in the Provincias Internas del oriente in same manner that Castro's post was given same authority in the Provincias Internas del poniente; letter from el conde de la sierragorda assenting to the above; last two letters between conde de Revilla gigedo and Castro summing up the conflict and correspondence about the same with the final determination that Castro's primary role is military but that he has authority to publish circular orders to the governors of the Provincias Internas del oriente but must have them approved by virrey conde de Revilla gigedo. Concern Ugalde's order of 7-3-89 appointing 'alcalde mayor' Varela Bermudez to position of 'capitan a Guerra,' per regulation cited in Ugalde's argument. Officers of dragones provinciales oppose order fearing loss of military, political autonomy, Argue violation of 'ordenanza de las milicias de Espana de 1767' which ensures Milicia same rights as regular army. Officers inform Ugalde of sentiments while latter conducting campaign against Indians of northern Riogrande region; Ugalde incredulous, angered by 'la Mas enorme insubordinacion' of authors. Governor suspends officers per Ugalde's request; Varela installed, alferes given charge of 'cuerpo de milicias.' virrey supercedes governor, reinstates officers, permits Varela to become 'capitan a guerra' in name only, minus usual attendant privileges. Concerns planned campaign by Ugarte to Coahuila to determine true conditions and relations with Mescaleros, Lipanes and Gilenos in area. Provides locations of each tribe. Plans to meet with friendly Mescaleros and visit Lipan rancherias to remind them of previous friendship with Spanish. says Lipanes know him from days as governor and will respect his request to lay down arms. Ugarte plans to leave Diaz and Cordero in command during his absence. Virrey leave only one man in charge of each province because military should be responsible to only one leader. Includes letter by Sierra Gorda saying must offer reasonable conditions to Lipanes if requesting peace. Includes set of letters to Emparan giving him military advice. Collection of copies of letters sent to Ugarte describing present conditions of Mescaleros in Norte and Diaz' plans to unite nation when Ugalde's retreat is assured. Conditions reported by three governors. says Ugalde refused Lipan request for peace. Indians deny accusations of theft in Norte, saying soldiers could follow them to verify peaceful intentions. Describes results of Diaz' campaign with Mescaleros. Gilenos flee after attempts to contact. Mescaleros responsible for burning property and theft of cattle. Final report says Ugarte believed damages done by Gilenos until advised of theft of 1450 cows and murder of 22 soldiers by Mescaleros. Documents also discuss rumored death of several Indian capitans being held in Spanish prisons. (M. Dannemiller, February 1989)

Also, Ugarte says presence of Ugalde's troops endangers present peaceful relations with Indians. Ugalde moving troops to El Paso where Mescaleros are formalizing a peace request. Virrey says Ugalde was told to keep governor of Coahuila informed and asks Ugarte to advise him of situation. Includes several oficios regarding Ugalde's presence there and a copy of Rengel's letter to Ugarte regarding summons to El Paso by Ugalde. Includes copies of Ugalde's requests for troops and horses. says Ugalde never conferred with him. Contains Arzes' account of movement of troops and geographic description of area and water sources. Summary
Concerns Vaamonde's complaint that he is unable to properly protect provincia without two companies taken by Ugalde. says troops he does have lack military uniforms, arms, horses and have difficulty feeding their families. Indian attacks result in murders, deterioration of commerce and difficulties for curas. Includes accounts by Gomez describing raids and murders in ranches and activities and movement of attacking Indians. says soldiers in remaining troops must work in fields, can't afford to leave. says Ugalde has taken more than just two companies. Requests virrey to return both. says Ugalde's inappropriate attacks on peaceful rancherias resulted in increased Indian insolence. Virrey says Vaamonde must take issues to Ugalde. says should be receiving assistance from other provincias but policy allows individual governors to determine where assistance is needed. Virrey says Vaamonde's information is inaccurate and need for reestablishment of two troops unfounded. (M. Dannemiller, February 1989)

Concerns conditions in Leon and complaints by Vaamonde regarding virrey's judgement. says if troops not returned to Leon, will no longer be responsible for safety of province. Describes theft of crops by hostile Indians. says that at virrey's request he made several suggestions which received no reply. Was told by Revilla that combination of his troops with others would provide a peace allowing for commerce, exploration, mining and agriculture. Seeing no results in any areas, Vaamonde feels troops being wasted and his personal efforts continue to go unheeded. (M. Dannemiller, February 1989)

Summary
Concerns plan for better defense of Provincias Internas. explains motives for plan. Promises results if troop movement is less restricted. Presents ideas to virrey concerning Indian relocation, need for increased defense and most efficient methods to capture and punish enemy. Suggests number of men to post in each area. Presents virrey with plan for major military experiment. Although unaware of conditions in other provincias, Ugalde thinks broad plan covering all areas most effective. Based on idea that Indians fleeing from one provincia's troops will run into hands of another. Includes copy of proposal sent to Ugarte, his response to plan and Series of correspondence in which both comandantes unable to meet and discuss execution of plan. Virrey admonishes both for delaying meeting, campaigns and punishment of Indians in area. Virrey cannot comment on plan until he receives oficios of both after meeting. Virrey has received word that Mescalero capitan has requested peace. (M. Dannemiller, December 1988)
