List of miners and merchants and discussion of bankruptcy of Nueva Vizcaya and of necessity to collect funds not only for war but also for construction of church. Discussion of extra funds to be collected from merchants and miners and from anyone who wishes to donate grain, horses, weapons etc. Cuellar is to collect these donations.
