Important document regarding the political and geographical and Alta. Valdello went with Ruiz to explore lands. Discussion of advantages (spiritual and temporal) of dividing government of Antigua and Nueva Californias, including faster Indian conversion Rate and agricultural progression. Reference to historical annexation of California to Sonora and movement of government from Loreto to Monterrey (500), leaving captain acting as teniente of government of Baja California. Notes great geographic distance between these sites and remoteness of Loreto to Monterrey leaders busy with, among other things, northern new establishments and spiritual needs (conversion). Division is suggested for these reasons. Governmental division will expedite Monterrey-to-Loreto correspondence to 60 or 70 days (502). A series of letters from Vaamonde to virrey that discuss: Announcement of birth of Felipe Maria Francisco, newborn son of queen, and orders mass and other ceremonies held in order to celebrate birth; orders directed at activities associated with founding of a college by the king for the noble class of America; prohibition of taking coins out of the continent to Spain; orders to ascertain certain information from people passing through his political jurisdiction and staying at boarding homes; order allowing individuals from seminary universites and houses of study under royal auspices to contract matrimony; order allowing Indians to sell grain they harvest to Spain. Summary
Ff. 242 to 256 consist of a response to a Superior Orden of the viceroy requesting fiscal and administrative information on the military expedition of Galvez in 1767-1768. This is addressed to tribunal y real Audiencia de Cuentas de Mexico and provides formal and detailed accounting including salaries, duties and personnel, followed by brief discussion of reforms. F. 260 is representaciones to viceroy for June-July 1774. Ff. 267 is financial report providing offices, positions, salaries for presidio of Terrenate. Ff. 268-270 deal with salary of Lumbreras of dragones de Espana. Ff. 271-279 continue with changes in duties of intendente and reforms of military expedition. Acknowledges receipt of letters and responds to Ugarte's objections. Gives reasons for decisions to divide. Flores says will basically follow instructions left by Croix with no changes in salary and authority in his provinces. Flores says plan will free Ugarte from problems too distant to control. Agrees with plan for Indian children. Flores says reason for division is for pacification of Indians. Division was delayed due to war with English. Gives reasons why can't continue as before and orders changing some of Croix's instructions. Describes each phase of division. Ugarte to control Nueva Mexico, Nueva Vizcaya, Sonora, California, with same authority and right to choose secretary. Inspectors will retain positions. Ugarte must rotate to where needed. Gives instructions for military campaigns. Two provinces go to Ugalde. says duties in second comandancia simpler because only concerned with pacification. Two commanders should maintain frequent correspondence to advise and assist each other. Flores is convinced of Ugarte's zeal. Comandante inspector will immediately be repositioned with salary of 8000 pesos. (M.dannemiller, April1988)

Ugarte says ruin for provincias is almost certain if not under to control of single commandante general and questions division ordered by viceroy. Relates events pertaining to previous, transferred and current secretaries and troop inspectors for comandancia. Asks permission to hire another secretary. Summary
Lengthy, detailed infome from Cabello to virrey re: granting of peace to Lipanes. Cabello provides historical background information about province beginning with discovery in 1630, description of boundaries, establishment of missions and presidios, colonization by Canary Islanders. Describes continual war between Cumanches and Apaches including accounts of Cumanche robberies and murders committed against Spanish and Apaches. Discussion of need for troops, placement; table listing personnel available at presidios de Bejar and Espiritu Santo; presidio line. Cabello makes plea for financing, stating that if money is not provided for war, region including Santander, Nuevo Leon, Coahuila, Texas and part of Nueva Vizcaya will be lost; population will have to move to area that is safe for families. Letter follows nearly one year later again asking that peace be granted to Lipanes. (D. Uhlman, July 1988)
