Important document regarding the political and geographical and Alta. Valdello went with Ruiz to explore lands. Discussion of advantages (spiritual and temporal) of dividing government of Antigua and Nueva Californias, including faster Indian conversion Rate and agricultural progression. Reference to historical annexation of California to Sonora and movement of government from Loreto to Monterrey (500), leaving captain acting as teniente of government of Baja California. Notes great geographic distance between these sites and remoteness of Loreto to Monterrey leaders busy with, among other things, northern new establishments and spiritual needs (conversion). Division is suggested for these reasons. Governmental division will expedite Monterrey-to-Loreto correspondence to 60 or 70 days (502). Summary
Set of transcribed letters by Ugalde, having nothing to do with intriguing title page. Ff.287-297 are bureaucratic letters about supplying correct reports for each campaign. Followed by lengthy epistle stating Ugalde's suggestions for organizing future campaigns (citing fragments of royal edicts directing procedure of campaigns, conquests); for allowing local Colonial officials to have greater authority in legislation, enforcement in Nueva Espana, as response time for a letter from Arispe to Madrid is about 9 months (f.320). Present requirement of royal approval of major decisions is impractical. Also detailed suggestion for reorganization of military-viceroyal heirarchy, to implement first two ideas. F.305 is service record of Neve. Phrases, sentences in latin, written in different script, sprinkled throughout. (A. Dean, April 1990)

Summary
Vizcarra, accused of disloyalty, murder and other crimes held in jail at Durango. Sentenced by comandante general Ugarte to 10 years of hard labor in leg chains to be served at real obrage of Encinillas. Intendente of Durango, Diaz protests to virrey that actions by Ugarte involving military courts belonged to office of intendente, therefore accuses gobernador of insubordination and comandancia of incompetence. Requests from virrey copy of real cedula of 1785 defining duties. Interesting for conflict between officials over jurisdiction and responsibilities of intendency versus gobernador of Provincias Internas during period of implementation of administrative changes in New Spain. Documents include royal cedula outlining reorganization of Provincias Internas, responsibilities of gobernadores, intendentes and other officials toward office and king. Topics include taxes, administrative territories and interaction between civil and military departments, fiscal obligations, salaries, goals for defense and economy. Galvez' dictado provides information specific to conflict of responsibilities and personnel undergoing administrative changes in Provincias Internas in 1786. (J. M. Johnson, August 1987)

Acknowledges receipt of letters and responds to Ugarte's objections. Gives reasons for decisions to divide. Flores says will basically follow instructions left by Croix with no changes in salary and authority in his provinces. Flores says plan will free Ugarte from problems too distant to control. Agrees with plan for Indian children. Flores says reason for division is for pacification of Indians. Division was delayed due to war with English. Gives reasons why can't continue as before and orders changing some of Croix's instructions. Describes each phase of division. Ugarte to control Nueva Mexico, Nueva Vizcaya, Sonora, California, with same authority and right to choose secretary. Inspectors will retain positions. Ugarte must rotate to where needed. Gives instructions for military campaigns. Two provinces go to Ugalde. says duties in second comandancia simpler because only concerned with pacification. Two commanders should maintain frequent correspondence to advise and assist each other. Flores is convinced of Ugarte's zeal. Comandante inspector will immediately be repositioned with salary of 8000 pesos. (M.dannemiller, April1988)

Concerns division of Provincias Internas. Ugarte says Croix had his obedience although they thought differently. Sent informes to virrey but must have arrived too late to be considered. If his word had carried weight, he would have objected to decision because feels it inhibits the pacification process. says can't achieve divided what could united. Since originally given complete authority of six provinces, Ugarte wonders if virrey's decision due to error on his part. Requests virrey to advise him in that event. Acknowledges receipt of decree giving instructions for division. Although disagrees, promises not to take action that would inhibit division. says Flores should give him same authority as Galvez and approve plans begun under Croix. says that when recommended, area was very diverse but now division not required.
