Concerns progress and present condition of presidios of Monclova and Aquaverde in Coahuila; notes include; comments on excessive costs; shortcomings of 4000 pesos allocated for construction of new presidios of line; expediance of changing from stone to Adobe as a building material at these two presidios; many references to an instructive paper on presidial construction produced by unidentified engineers; numbers of workman available; notes absurdity of plan of engineers that called for curtain walls 200 Varas on a Side; foundations 2.5 Varas thick and exclusive use of stone in construction of new fortresses of line. Authorization to recruit personnel in Chihuahua to replace retired personnel and injured personnel. Transfer of two bison (civolos) from presidio Bahia to Mexico in route to Spain as gift to king. Various documents on disturbance of the peace. Request for teachers from Spain to guide Indians in the cultivation and process of linen. Burning of presidio Orcoquisa and establishment of new settlements in Coaguila. Payment of 10 and 5 pesos respectively by claimants of ownership of mules and horses recovered by military personnel set by viceroy. Concerns present military crisis of Nueva Vizcaya; describes settlements; enemy raids; economic decline (in cattle and in mining); reflection on nature of war, emphasizing its cruelty, death and destruction; goods taken by Apaches (clothing livestock and tobacco); actions of Galvez in defense of province; shortage of charcoal, water in mines; Apaches strategy and tactics; many advantages enemy enjoys; their clothing, crops, campaign logistics and weapons (bow, lance, Shields, Cueras and use of guns); comments on Apache scalp dance; describes Chihuahua garrison; prospects of new campaign; need for recruits; notes many non-Indian fighting duties of presidios; reflects consequences of relocations; proposes new presidio sites; considers hard life of soldado de Cuera; his equipment; problems of pay; revenue from tobacco monopoly; Bucareli sends word that he has called council of war to evaluate situation in detail (J.
