Observations of civil-military-religious relations in province. 2) ff. 126-135 Galvez' instrucciones of 1769 to barri. Discusses duties of governor and importance of stern but just punishment of indians for economic independence from missions. Discussion of governor's administration of pearl fishing, with reference to leyes de indios, previous reales ordenes and cedulas to prohibit foreigners. Better fiscal management of mines and defense to establish more missions and presidios in province. Copy consists of 26 sections, dated 9-30-1774. 3) ff. 142-144 index of 19 documents Barri sends to neve of Galvez' visita to antigua California of 1769. Brief description of each document. Dated 9-30-1774. 4) full texts of Galvez' visita/expedition of 1769, copies from 1768 to 1770. Overall impression of carefully prepared, detailed planning for military-civil-religious coordination in province. Attention to fiscal-administrative matters to establish good relations between Spanish and indians (although typically condescending towards abilities of latter group) for economic-geographic expansion in Californias. Overall idea for governing broken families to Loreto, agricultural and religious training, artesan and pearl fishing industries, rights and inheritance regulations of lands after secularization (temporalidades) from missions, specifications for architectural plans of church, plaza and homes, wages and formations of indians into militias. Production from salinas, transportation of these by canoe sacramento and paquebot la concepcion, salaries, equipment and supply rations for all levels of workers and managers, diezmos (taxes) and royal fifth on production. Coordinated defenses by military and militia of missions, neighbors and presidios to continue outward expansion to new territories. Realtionship of provincial income/outflow to real hacienda in Guadalajara, including pricing, collecting of diezmo and quinto for ramos of playing cards, gunpowder, mercury, papel sellado, and tobacco and pearl fishing and mining industries. Of special note are great details in ff. 159-160 of maritime transportation of products to and from lower California from north and to continent, and ff. 161-162 of ordenances, supplies and rations to be in effect for each type of vessel used. Concerns Barri's response to viceroy's request for information. says his knowledge only from a few confidential letters as to Fages' conduct. Has asked Palou to submit list of converted Indian families who could be relocated. Has sent mules and horses to Fages. Discusses most opportune time for safe transportation of mail and provisions. says Indians are given rations not salaries which violates instructions of visitador general. Lack of payment as well as harsh treatment and hunger drives Indians away and makes conversions difficult. says harmony with Franciscan priests can't be achieved because they interpret viceroy's orders as they See fit. Many military men support this opinion. Relates a great resentment due to Dominican take-over. Responding to request for information on Ibarzabal, Barri sends documents from 1769 which confirm his receipt of religious licenses. Documents describe area of Ibarzabal's jurisdiction. Galvez recommended 365 pesos per year salary and asks bishop to immediately award him a canonical institution. Gives instructions for building and administration of new church. License granted to Ibarzabal to administer sacraments, to marry all ethnic groups as well to perform Altar and confessional duties. Galvez also ordered a cemetery established and gave Ibarzabal right to bless it. Description of all activities Ibarzabal authorized to perform. (M. Dannemiller, March 1988)

Neve expresses need for equalization of salaries for same rank/position among military, religious and civil personnel. Document divided into titulos, transportation, accountability, rations; crops; horses, mules; craftsmen. II. - lists of officers at each mission, presidio; description of terrain, Indian settlements for planning defensive positions; military escorts to establishments at Santa Barbara channel; salaries of officers/soldiers at four sailers and craftsmen on blandra Pilar, lanchas Lauretana and San Juan hepomuceno. III. - clothing; canons. IV. - armour distribution, types, purposes and accountability of funds; procedures for filling vacancies; evaluations by service reports. Ix. - requires monthly status report of each company. X. - Indian treaties. Xi. -gubernatorial functions regarding (ff. 386-390). - details on selection/training of habilitados (paymasters); accountability to real hacienda, Naval/military superiors and settlers; F. 390 consists of inventory and production data of small animals, cattle, horses, mules. Neve's correspondence includes (most important documents, service records and promotions, rebuilding mission at San Diego and constructing Capistrano. Details geography of area around San Francisco and Santa Clara mission, especially natural resources. Lists of numbers of officers and craftsmen at four Principal California presidios, supply escorts, real reglamentos pertaining to details of presidio construction and tackle for cavalry companies. Ff. 354-356 is list of salaries and numbers of officers, craftsmen, and rations for presidios crews and ships, including Actual costs vs. Those alloted by missionaries, income from tobacco and other crops, purchase and distribution of mules, horses, and supplies, shipping, tackle for soldiers and settlers. Ff. 359-360 estimates of rations per single man and families, after spoilage in salaries by rank for officers, craftsmen and Naval personnel.
