Summary
Monserrat advises virrey of the following: Tienda de Cuervo to become interim governor after death of Mendoza; planned inspection of presidial troops by Tienda de Cuervo and reassessment of sufficiency of troop strength and deployment patterns in wake of Indian hostilities; need to enforce payment of royal fifth following discovery of gold in Sonora; suggests a softer approach to problem of reducing Seris and Pimas, although if hostilities continue a forceful response will require additional military resources; recommends granting material rewards to Indians who choose to fight against those tribal members who persist in hostilities. Tienda de Cuervo advises stricter regulation of gold and silver mining in Sonora. Includes tables of weight and estimated value of all gold and silver mined to date in area. (A. Tukey, August 1989)

Viceroy issues strict orders to follow dates for shipping royal fifth from silver mines. Eradication of Caja Marca. Various tribunal de cuentas; naming of teniente to oversee payments of silver in Parral; letter of Rusi to viceroy about raise given. Letter to Rusi and governor of Durango to advise justice of Cosiguriachi not to utilize receptor of Alcavalas Herrera or any employee of real hacienda and dependents in any campaigns against Indians. Letter to assayer of Chiguagua to name teniente to oversee charges of royal fifth from silver mines. Edict to prohibit selling of seed by private persons and buying from farmers at different prices than those established. Summary
Correspondence is on administrative and financial matters in department of San Blas. Several documents deal with appointments, health and salaries of personnel; others with cargos and itineraries of Paquebot San Carlos and Goleta Sonora on voyages to California ports, supplying provisions to discuss damage to Paquebot in storm. Ff. 407 continues discussion of status in construction of Paquebot and why better suited to be fragata rather than Paquebot. Ff. 408-410, 414-419, 430-432, 434 deal with personnel problems of craftsmen on ship construction, delays due to illnesses. Ff. 411-413 on publication of new royal decrees lowering percentage of rights to gold, after royal fifth subtracted.
