Summary
Detailed military reports of Apache and Taraumara depredations around Durango (1788) including 1) damage descriptions, 2) results of hostilities, 3) steps taken to end depredations, 4) details of military movements. Relates Indian attack on armed exploratory group, robberies of silver, livestock, maize harvests, corn seeds, tools, guns and cloaks. Mentions kidnapping of women, murders and flayings, needless scattering of seeds and wasteful killing of livestock (thus sharpening food shortage). Notes drought. Detailed description of incident in which unidentified Indian group traps women in a house, sets house on fire, and strips those trying to escape. Cites village abandonment and disruption of carbon and seed trade routes as corregidor grants license to exterminate Indians. Notes Spanish burning and flaying of Taraumara captives. Virrey emphasizes need to increase confidence and hope in vecinos to avoid further depopulation; orders publication of Bando to this effect. Virrey also suggests reopening of military post at Noria to help defend Babonoyaba. Military concerns include augmentation of regular army by hacienda, Vecino and Indian auxiliaries. Special mention of Rancho owners supplying armed, mounted men for retaliation purposes. Attempt to set up efficient vecino-based campaign fails because of 1) laziness of vecinos and 2)sluggishness and ineffective leadership of Cassanova. Compania de dragones established for insolvents. Detailed record of inter-presidial troop movements. Precise numerical record of troop sizes and casualties. Repeated citation of failure to track Indians or to re-obtain stolen goods. Unsuccessful tracking blamed on tracks obscured by rain and laziness of vecinos. Very important document on instructions and rules for founding new missions, presidios and towns. Neve expresses need for equalization of salaries for same rank/position among military, religious and civil personnel. Document divided into titulos, transportation, accountability, rations; crops; horses, mules; craftsmen. II. - lists of officers at each mission, presidio; description of terrain, Indian settlements for planning defensive positions; military escorts to establishments at Santa Barbara channel; salaries of officers/soldiers at four sailers and craftsmen on blandra Pilar, lanchas Lauretana and San Juan hepomuceno. III. - clothing; canons. IV. - armour distribution, types, purposes and accountability of funds; procedures for filling vacancies; evaluations by service reports. Ix. - requires monthly status report of each company. X. - Indian treaties. Various tribunal de cuentas; naming of teniente to oversee payments of silver in Parral; letter of Rusi to viceroy about raise given. Letter to Rusi and governor of Durango to advise justice of Cosiguriachi not to utilize receptor of Alcavalas Herrera or any employee of real hacienda and dependents in any campaigns against Indians. Letter to assayer of Chiguagua to name teniente to oversee charges of royal fifth from silver mines. Edict to prohibit selling of seed by private persons and buying from farmers at different prices than those established. Construction of storage facilities for seeds. Letter of Fueros to viceroy reporting money collected. Letter of church officials reporting same. Lists of merchants and other people's contributions. Missionaries' attempts to increase productivity of mission lands to support soldiers. Echeveste reports that 286, 774 pesos have been collected. (J. Tapia, June, 1987).
