Maese have been arrested and imprisoned, being found in possession of a letter written in the French language by the anglo-american lanahan. The letter is seized and deciphered, but is found to contain only a Message of friendship and gratitude. The asesor orders that mestas and maese be set free, but that they stay in the vicinity until the matter has been definitely checked and concluded. (Lloyd Kendall) (1980)

Troops consisting of 15 men from San Elseario and 10 men from el Carrizal, all under the command of Garcia, are being sent to the governor in Santa Fee. The troops are well-equipped and ready for service under the governor. Salcedo warns of the threat that Napoleon's government Poses to the security of Spanish sovereignty in the Americas and of any foreigners in the province; the detention of any foreigners who cannot give satisfactory reasons for their presence in the province; the cultivation of the amity of the Indian nations through gifts and general munificence; the preparedness of the armed forces. Salcedo points out that this province is particularly vulnerable because of its proximity to Luisiana and its remoteness from the rest of the Spanish dominions. (Lloyd Kendall) (1980)

Summary
The viceroy has directed Salcedo to an extract of news in the gazette (of Ciudad de Mexico ?), which refers to the departure of three foreigners and a Mexican for Santa Fee, after their abandonment of an attempted trip to N. Orleans. These individuals are supposedly on a mercantile expedition. Salcedo, suspicious, requests that the governor ynterino keep track of the four. There is word that they have been sending smoke signals. Salcedo asks that the Indians of the area be utilized for reporting on the activities and utterances of the four regarding the purpose of their arrival. (Lloyd Kendall) (1980)

Summary
The arrival of six individuals in the province, three Anglo-Americans, one Spaniard, and two slaves, cause great disquiet among the Spanish officials. The six are taken into custody and claim to be traders, friendly to the Spanish crown, who would like to set up business in the province. but the officials suspect them of being military. They are interrogated, their belongings and documents scrutinized; the Spanish officials become even more startled when a letter written in English by one of the detainees evades their scrutiny. The foreigners are held under tight security, pending further action. (Lloyd Kendall) (1980)

Summary
Concerning a projected campaign against the Apaches, the Comanche generals, with some of their retinue, have arrived to consult with the Spaniards. The Comanches expect gifts, and the governor proposes to let them have any horses they may capture from the Apaches. The governor considers the eventuality of problems involving the Anglo-Americans which would require an abandoning of the campaign, to attend to the security of the province, which security merits primary attention.
