Summary
Ugarte says ruin for provincias is almost certain if not under to control of single commandante general and questions division ordered by viceroy. Relates events pertaining to previous, transferred and current secretaries and troop inspectors for comandancia. Asks permission to hire another secretary. Relates accomplishments of campaigns even with loss of troops taken by Ugalde. Includes data of all enemy deaths since area controlled of in 1786. (M. Dannemiller, April 1988)
