Letter speaks of a peace plan with Comanches, the first part a meeting of three Comanche captains with governor of Texas governor of Luisiana would like to know the particulars of this meeting and what and how much was given to the Comanches in the form of bribes or keepsakes, Ugalde wants to highlight the contradictions in this effort, mentions that they are the only remaining cannibalistic tribe, and cites information found in correspondence of governor of Texas to underline the violent nature of the Comanches and their history of being the most obstinate of the enemies of the Spanish, sees little hope in a peace plan with them, contrasts the character of the Comanches with that of the Apache Lipanes, group that most involves itself with the church, have fought against the Apache Mescaleros and thereby pleased the Spanish, Ugalde expresses concerns that peace with Comanches under very favorable terms will incite the jealousy of other tribes as well as a reexamination of their status, cites the lack of a mechanism to enforce compliance from Comanches as a drawback to proposed peace (Spanish have never entered Comanche territory to punish past hostilities for example). Feels that free transit of Comanches would be used to their benefit in further hostilities, thinks that verification of captives being held by Comanches should be part of the plan, accuses the makers of the plan of using trade provisions to enhance their own commerce and feels that a black market will be the result, questions the ability of enforcing compliance to a treaty provision that will have the Comanches establish their intertribal relations on the Basis of the ones followed by the Spanish, sees little motivation to expect the Comanches to declare themselves enemies of Apaches as treaty provides. Treaty will allow them to have their internal taxes, would like more intelligence of when Indian groups enter area near San Pedro for carneadas so Spanish can be prepared for unexpected occurrences, thinks that the alliance that would ensue between Lipanes and Mescaleros would create a force that would offset the untenable peace that will have been established with the Comanches, Ugalde mentions the progress he is making in the reduction of Mescaleros precisely because they are not Allied. In regard to provision that states that as long as Comanches are Allied with Spanish they will receive gratificaciones Ugalde argues that in the past those periods of greatest hostility with Comanches were usually preceeded by periods in which this transfer of goods was high. Mentions arms in this matter. In summing up Ugalde mentions law that forbids people to show Indians their trade and also forbids them to live in their houses with the penalty being 100 pesos or upon the discretion of virrey exile. Has questions about how to determine what faction of Comanches in the future will be committing the hostilities because of the size of the group and the varied interests that each group has. (O. Summary
Informe concerning complaints from Concepcion against a number of frays from misiones fernandinas. Complains include doctrination of Indians in their own languages, baptism without previous instruction, economic inequality between missions, and a number of petty complaints, Concepcion is accused of being crazy, and transfering him to another colegio is recommended. Follows letter from Concepcion asking for audience from virrey and detailed account of situation. Questionnaire sent by Borica to comandantes of presidios asking about situation in misiones; answers describe in some detail every day life of converted Indians including housing, daily diet and clothing in misiones (folios 10-41). Follows copy of informe previously sent to Branciforte by Borica, and now sent to Azanza. Letter from Buenaventura describing in detail con un Muchacho y Le mando que Se Vaya a fornicar. Borica certifies Arenaza's good record in official document. Follows summary of book-keeping in missions of Nueva California. History of religious, military and civil dominance in California since 1772 is described in some detail by Lull, asking to clear the name of the Missiones in California. Fiscal de la real hacienda suggests sending Concepcion back to Spain to avoid scandals. Unsigned document explaining how missions in California should be divided among different orders. In a long document Laruen summarizes in detail everyday life in missions in California special detail on punishment to Indians, number of lashes, instrument etc, claiming that if something, the treatment to Indians is very soft (mui blando el trato), also very detailed account of aranceles of all missions in California. Laruen asks to dismiss the whole incident with Concepcion, explaining that it is all based in anger of neighbor misiones and presidios due to his bad attitude toward them, follows similar detailed account on housing including measurements of dwellings, materials of clothing, money allocated. This informe and particularly the one that follows are an answer to accusations made by Borica and a number of captains of presidios in the area. (folios 63-101, 104-111). Following is a long document from Arillaga explaining discrepancies between reports from missionaries and military personnel, he explains cada uno dice de la Feria, como Le fue en ella. Summary
Travel diary from may 12, 1791 thru may 26, 1791, Indian from Geronimo informs Borica that he was asked to pay 14 pesos for marriage service by minister and how that practice is not sanctioned; marquez proclaims a piece of land Indians in area manifest opposition, Borica delegates matter to subdelegado in order to adjudicate matter, Indians seeking money from fondo de temporalidades so they can participate in an auction of livestock belonging to Benecomo. Teniente general of San Geronimo goes to Borica to seek rights to celebrate burials, marriages, and baptisms in his Pueblo. Removes servitude of Indians in missions of Taraumara run by colegio Guadalupe de Zacatecas of having to give two days work to religious institutions. Seeks information on status of reduction in Sierra Madre; follows instructions to prepare list of prisoners in each jurisdiction, mentions information to be recorded during used, name of Pueblo, goods owned, harvest for 1791, condition of land, servitude if any, if ovenciones were paid, if there exists community property, information on synods, what peoples are allowed into pueblos; letter that discusses letter written by Rouset to Barry asking clarification of rule of not making Indians work without pay; this rule does not exempt Indians from being required to work on churches, houses for ministers, land, and community property with understanding that this work will not occupy more than two days of work a week, with respect to practice of having missionaries administer the community properties (improperly called the temporalidades) they are to distribute evenly the products derived from this property, if Indians resist practice of contributing two days work royal judges can become involved.
