Corbalan informs Croix that he sent troop Inspections and Croix responds that he has received them. Corbalan also lists monthly salaries of military personnel and Croix replies that he knows about the changes of salaries. Corbalan acknowledges merits of two officials to serve virrey. Croix relays to Corbalan requests for sick leaves for several persons. Croix appoints Velena as interim governor; Corbalan congratulates Croix on promotion; Corbalan has received letters from governor of California and commissioner of Loreto regarding need of food supplies there and an account of goods for the Monterey military expedition. Apache indians living in peace until 1790 when ugalde led war against them, have had peace with the comanches, mentions groups that have been fighting with the Apaches lipanes and those others with whom they trade, prohibits the entrance of any lipanes into certain rancherias because that is their method of acquiring arms and ammunition; letter making it clear that the idea to pacify the indians of Texas originated with blanc; advises blanc to support enmity between various indian tribes settled between the Colorado river and rio de la Trinidad and the lipanes which are openly hostile to the Spanish, letter distinguishes between indian nations and factions with the latter being the ones most likely to be allied with lipanes, indians in all of Texas are somewhat in revolt because of the lack of goods, these used to be supplied by Armant but has not been able to because of his own lack of goods and credit, blanc seeks to go personally to indian villages in order to break links that some factions have with lipanes in trade and commerce (will need goods to facilitate this process) and will eventually will appoint a commissary to periodically visit indians in order to maintain their loyalties to Spanish and keep them pacified; Luis de blanc seeks to have his son named as commissary to indians cites his family's good relations with indians as supporting factor; indians trading pieles de liboras for the goods provided by the Spanish they call this trading combalache, sets out logistics of this commerce, Cabello advises those involved not to accept horses or donkeys as payment for goods because indians will just rob them later on. Talks of establishing prices for trade, advises that they not trade with aguardiente, cites the bundles of raw tobacco as one of the more important items with which to trade; miro has received copy of letter written by Cavello giving advise on how to handle indians in Texas and Coahuila from his personal experiences as governor in these areas. Contents related thematically to previous expediente. Concern Ugalde's order of 7-3-89 appointing 'alcalde mayor' Varela Bermudez to position of 'capitan a Guerra,' per regulation cited in Ugalde's argument. Officers of dragones provinciales oppose order fearing loss of military, political autonomy, Argue violation of 'ordenanza de las milicias de Espana de 1767' which ensures Milicia same rights as regular army. Officers inform Ugalde of sentiments while latter conducting campaign against Indians of northern Riogrande region; Ugalde incredulous, angered by 'la Mas enorme insubordinacion' of authors. Governor suspends officers per Ugalde's request; Varela installed, alferes given charge of 'cuerpo de milicias.' virrey supercedes governor, reinstates officers, permits Varela to become 'capitan a guerra' in name only, minus usual attendant privileges. Summary
Folio 393 apparently cover page to unincluded expediente dealing with incident August 22, 1790 in which 20 men, including sargeant at presidio San Juan Bautista, killed by Lipanes. No additional information provided. Subsequent documents concern various issues and problems regarding military and militia organization. Calzado appointed interim captain of dragones, requests 'licencia' to take trip to Mexico City, discussion ensues. Rivalry alleged between 'alcades mayores' and 'comandantes generales,' wreaking detrimental results upon military operations in area, local officials deny any conflicts. Correspondence skips forward one year, group of squadron officials inform virrey of Ugalde's antagonistic behavior toward them and others, also of role in deprivation of rights. Group also disputes appointment of 'alcalde mayor' Varela Bermudez to position of 'capitan a guerra' on grounds company commander will be obviated. Varela's installation debated while implications of previously published articles, orders interpreted. After delay of one year, Ugalde declares himself obligated by law to appoint 'capitan a guerra.'
