Summary
Concerns the outbreak of an epidemic of malignant fevers that was expected to subside once winter started, in some towns the sickness has killed off one fourth of the population; mentions report submitted by Calleja that deals with the political economic aspect of this problem, advises junta provisional be established for purpose of enacting measures which would allow funding to be made available for medicines, this letter signed by members of the real tribunal y audencia de la contaduria maior de Cuentas; letter requests information on the state of the illness in terms of the number of people currently suffering and at what stage is the sickness, public funds are made available for the fight against the epidemic; expressing concern that the cost of fighting epidemic not be borne soley by public funds; mention of junta provisional which will set out the ways the public funds will be spent on this problem; information that will be acquired by Calleja, type of illness, its origen, method of cure, aid that would be helpful; mentions the reluctance of some people to take medicines that they are familiar with; specific example of 3 people who would not take the medicine, would only take liquid forms that they were familiar with and which were narcotic, attributes this fanaticism with exotic medicines to the Europeans living in the area. Summary
Index of letters that are in this Series which list the taxes an measures taken by comandante general; comandante general calls U 3 juntas de real hacienda to discuss subject of funds, or lack thereof, cites the revolution with increasing costs and decreasing income, little help from Mexico, have come to the conclusion that a loan of 160,000 pesos would be enough to cover the cost of the most urgent needs, plan for this includes encumbering a certain percentage of the income of properties (both rural and Urban) for a year and using this as a type of collateral for a one year loan, another source of funding would be donations as was given by marques de Bustamante, employees of the real hacienda are the only ones who currently are paying a certain percentage of their salaries to finance the provincias yntrnas, Bonavia states that next year salaries, pensiones, and rents paid out by the real hacienda will have a certain percentage encumbered except the salaries of soldiers, calls for more effecient administration of the tobacco tax now that no one can claim ignorance of the law, results of the latest meetings o the junta Superior are the charging of duties on the right of transport, mining, refining of metals, separation and refinement and consumption of metals, the funds to be borrowed are to be sought by the ayuntamientos and the diputaciones consulares D las poblaciones, Urban and rural farms will be have incomes taxed at rates of 4 and 5 percent respectively for a period of two years, 1 percent on all the goods passing through customs, arrangements to have these orders published and communicated to all the gobernadores intendentes. Summary
Garrido states that some of the information requested was destroyed when rebels entered the town; making copies of accounts due even though their collection is not promising, imposition of notas de embarazo on treasury, attributes diminution of rebellious activity to administrative change by king and mentions decreasing number of gunboats, ships etc. In port of Veracruz, change being the dependencia del commercio libre; remission of the accounts in question were suspended in 1810 in light of rebellion and Carvajal seeks to dissuade any notion of fraud being real reason monies were not remitted. Miyares y Mancebo writes cover letter for the assorted letters of the ministers of the real hacienda which gave explanations why accounts were not remitted to the real tribunal of each. (O. Summary
Index which indicates that Arredonda has asked the administradores de rentas to supply him with the accounts of the branches they administer; Arredondo has heard that some administrators have not deposited certain sums and he theorizes that these sums are being used for speculation and commerce. Once this has been corrected sums in question will be used on troops. Requests accounting procedures information from administrators of bullets, gunpowder, tobacco, and naypes; letter written in response to order concerning accounts for tobacco and bullets, special care to be taken in maintaining confidentiality of the numbers; letter written by bennalz stating among other things that the proper paperwork is not available for tabulation mentioned above; request for totals of Tobaco, bullets, and gunpowder in the Provincias Internas de oriente since the beginning of the rebellion, has positive proof that administradors of said goods have been involved in embezzlement; asks that following areas hand in the required information without delay - Puebla, Veracruz, Yucutan, Oaxaca, and Cuanaxuabo; letter from intendente of Puebla stating that his records only go back as far as 1814; letter from intendente of Puebla stating that information requested has been sent to the real tribunal; information on goods mentioned above for Provincias Internas have been sent to the customs offices of Aguayo, Monterrey, and Coahuila. Originals, copies. expulsion of the Jesuits and the reorganization of the missions in taraumara and tepehuana which will involve the individuals Gomez de Salazar, Beregana, and the biones indians; certification that 10,000 pesos have been deposited into real caja under authority of Beregana by yribarren on behalf of guizarnotegui and amount is deductable from the pay in arrears account; sealed letter from guizarnotegui certifying that he had yribarren deposit 10,000 as mentioned above; letter to real hazienda informing them of the 10,000 deposit; further explanation of above transaction with involvement of mugarrieta and madariaga; virrey's statement that he will release the 10,000 pesos from the account fondo de temporalidades once he receives draft or bill exchange; 3,000 pesos to be put in real caja under authority of podruesa on behalf of palacios to be taken from fondo de temporalidades and deducted from his pay in arrears, total for this account being 70,410 pesos; certification for 3,000 pesos for palacios and pesquera; pinto's request that their money associated with above transactions be released; three additional certifications fo 9,000, 3,600, and 4,500 pesos deposited by yribarren, porio, and martinez on behalf of heros, orduna, and galo; letter from virrey completing above transaction; request by heros, orduna and galo that sums mentioned above be credited to their pay in arrears account; the deposit of 21,317 pesos tres tomines tres granos in coinage belonging to recently deceased Arechevala, severino by the executors of his estate Arechevala, manuel and baroco into the real caja with the request that said sums be released from pay in arrears account.
