Prestamero informs that many ministros discouraged, planning to leave region due to poverty and thankless conditions. Letter from Naxera to Cornide, he has no testimony-but explains that colegio de zacateca did not have priests for the needs of the new colony and that new conversions and towns people can not pay diezmos, for these reason the Villas had no fathers; letter from Lasio to virrey, he has no testimony-but notes that Escandon prohibits any religious personnel from entering his domain, there is lack of interest in Indian pacification, there are widespread abuses by Escandon; letter from Alegre to virrey informs him of many property title disputes, that land is not fertile as had been promised, that Escandon owns galeta for his own financial benefit, and that Escandon has been receiving money from the royal hacienda. Avilez discusses extreme poverty of missions Guazave, Tamasula and Ucoroni under his care; 500 pesos back salary is owed him, following order from Croix to pay mission personnel 250 pesos per year. Series of letters concerning division of New Spain and creation of capitania general de Provincias Internas under the command of Croix. Discussion of all articles of royal decree for capitania, and its effect on governing of New Spain. Other letters concern viceroy's orders to officials in charge of collecting taxes and treasury department to inform Croix on a monthly Basis of the financial status of their respective offices. Viceroy also informs a number of bishoprics of Croix appointment and that he should be informed on all aspects of missions, as well of the right to appoint curatos. there is also discussion that Croix will not be in charge, for the time being, of the superintendencia general de lo gubernativo y judicial because this requires permanent residency as well as various offices equipped to handle various matters.
