Arteaga ill with eye infection thus can not go on ship; diary of Arteagas eventual trip to California, describes in general terms being blown off course, unloading ballast in Monterrey, transporting Neve, drops of supplies in presidios along coast, is followed by a Spy ship, drops off and picks up passengers including missionaries at San Carlos and Santa Clara; short, detailed list of supplies received signed by Junipero Serra and Gallo; addendum of Artega's diary describes San Francisco bay; Hijosa requests return to Spain, arrangments for successor; notice of arrival of two new surgeons in San Blas with salaries; Hijosa clears his accounts in order to get permision to leave San Blas (p. Choquet forwards request that mission in San Diego be exempted transport Fee for furnishings; notice that Choquet remained in San Diego because of scurvy contracted, request that salary be sent there; soldier Zeda complains that he was recuperating from sickness, but upon returning to post was arrested for desertion; receipt of money from mission in San Diego, discounted for personal needs of Choquet; doctor certification of Choquet's illness and recovery; notice of establishment of missions at San Francisco and Monterrey, superficial description of land surrounding these missions; notice of illness of Quinos, recuperating in Tepic; notice of arrival of ships from Peru into San Blas, their need for repair before the possibility of their use in the exploration of California; brief summary of journey of these ships from Peru, no loss of cargo but slow due to unfavorable winds; Diaz appointed chaplain of favorita with salary; report on status of favorita for two explorations of Californias; capitan, chaplain named- widespread sickness and some deaths among sailors noted, ship provisioned (p. Summary
Document gives figures for total amount of revenue produced in salt industry in this area. Mentions role played by Barlovento River in economic development of area. Mentions bad effect of salt in water supply on agriculture. Some settlements in area have expanded to degree that they are exposed to Apache attacks, no troops for protection. Proposal for compania de sugetos along coast from Veracruz to Balisa, or else have real hacienda fund development of fishing industry; also wants more Naval activity. Detailed accounts of economic potential of fish species in these waters. Area between interior and costal settlements must be populated to contain Apaches; details best ports along coast for bringing Spanish settlers in to populate said area. Attention must be paid to northern frontier as U.s. is gaining strength in world trade, makes good use of Indian relations to conquer new territory. Only important trade with northern Indians is in fur, but american mining ventures will tend to result in permanent villages, to detriment of Spanish. Examples of situations in which use of fuero militar has helped establish successful settlements. author favors paid milicias provinciales only when fighting to help populate areas. Government help to settlements will depend on productivity of areas. Noriega favors putting Escandon in charge of these projects. (O. Velez, March 1990)

Summary
Documents concerning a royal meeting ordered by virrey to determine the advantages of open commerce in the provincias of the north Texas, Luisiana and Nueva Orleans. The committee sends a letter to the virrey with all the pros and cons of open commerce with the provincias of the north. Letter from gobernador de Nuevo Santander to the virrey on the same subject including a proposal by Evia for new cities near the Mississippi. Includes discussion of maps but maps are not included. The whole project involves agricultural, maritime, military issues, relations with Indians, estimates of population and numbers of domestic animals in Texas. (D. Bautista, July 1990)
