Summary
Concerns the annual funding of account gastos de paz established for Coahuila and administered by Ugalde, surplus may be used to pay off scribes and assistants, mentions periodic reporting requirements (letter interrupted by other documents resumes on ff. 0485), traces transmittal of documents related to this account over the years 1788, 1789 in which Indian groups for which it was intended find themselves at war with Spanish, resulting surplus is to be sent to treasury or the Bahia presidio, communication of this information to Loyola; letter in which Ugalde has contended that the annual amount designated for the aforementioned account was not distributed by San Luis Potosi for the year 1788, Yermo who was to distribute funds had previous commitment to fund presidio and resources were used in this manner, Ugalde allowed to request money from Yermo but because each request must be accompanied by explanation and justification, control which Ugalde had expected is missing, one reason for this administrative apparatus is to preclude the duplication of gratificationes by other provinces to the same Indian groups, mentions other costs such as military supplies for horses, surgeons salary, and prisoners, further explanation of methods of making transactions so as to enhance coordination of the intendente of Potosi with Ugalde. Summary
Letter concerns a document prepared by Cortes describing how money was spent on the pacification of Indian groups mentioned, according to accounting there was a surplus of 2.200 pesos in 1788 amount, Salcedo asks opinion of virrey on matter of limiting the amount to be given to 4.000 pesos in light of the surplus; letter mentioning Ugalde's request that surplus in gratification account be allowed to be applied towards the salaries of four military scribes and one dependiente named Pena, that this be allowed annually, Flores requests that the sum needed to meet the salaries be ordered from the sum that is being held by presidio de Bahia as referred to in the last sequence of documents (ff. 0120-0133); Ugalde has interceded on behalf of Ugalde and resolved matter of salaries, money will be sent from the presidio of Bahia, reminder to Ugalde to submit paperwork for the first 4 months as it regards the activities in the account set aside for the pacification of the Indian groups mentioned; Salcedo acknowledging the decision of junta Superior and virrey in this matter with the only qualification being that he be allowed to explore the advisability of letting Ugalde pay the salaries mentioned from the 6.000 pesos that will be sent to him annually for the pacification of the Indian groups mentioned. Summary
Flores agreeing with Ugalde on matters concerning commerce with Comanches (discussed in previous folios) and trade in the form of gratificaciones with the Lipanes and Mescaleros which add up to 6.000 pesos annually; Antonio Flores approving the sum stated above in a letter to Mangino. Money to be taken out of the caja real of San Luis Potosi; Mangino's letter describing the arrangements so that these orders are carried out; letter from junta Superior de real hacienda approving the amount mentioned; mention made of another gratificacion of 6.000 for the Comanches given by the caja de Chihuahua with an appeal made that it be suspended, mobilization of the compania de la bahia under the command of Cortes to safe guard the area near the Valle de Santa Rosa and part of the 6.000 will be used to pay Indian auxiliaries, mentions the fact that the distribution and administrative costs associated with the 6.000 pesos have forced him to employ two scribes and one assistant towards these efforts all of which have been paid by him. Index of letters that are included in this Series; Bonavia establishes duty on goods entering the port of Sonora, models it on San Blas duty at meeting of junta provisional de real hacienda; letter from virrey acknowledging receipt of above letter; intendent of Guadalaxara receives information on meeting of junta provisional; long letter furnishing information on the regulations, rights, and other details of the process by which duties are Charged in San Blas, letter divided into 28 capitulos which in general discuss; the distinction between duties and taxes and the related question of jurisdiction, economic motivation for their imposition and effect on commerce and prices, importation of cotton from Panama and foreign producers and a complete list of the duties Charged on this merchandise. Cites the increased costs being suffered because of the revolution in the context of seeking additional revenue, cites the benefits to the port of San Blas because of the increase in commerce, mention made of the taxes and duties Charged on goods that are foreign but have gone through Spain before coming into the Americas, more specifically there are different rates on foreign goods that have been espanolizado depending on which american port they enter, San Blas has a privileged status in this regard; second half of letter titled derecho de entreda, duros de internacion , up until capitulo 12 has a description of duty Fee percentages, the prestamo patriotico is reduced by 1/2 percent for those who pay duties, comparison of these rates with those in Lima - compare favorably, virrey has stated that the charging of these duties should be arranged so as to most resemble reglamento Al comercio Libre del Ano de 1778, lists the taxes that will be paid on foreign goods that first are espanolizados and pass through Guatemala, Santa Fe, and Peru before passing through the port of San Blas, analysis in the change of these taxes with those that had been inuse before, lists the commodities that will be Charged duties, last part of letter goes into the context of the situation as justification for these new taxes and lastly cites all the names of those who were part of the junta general and were witness to these new changes. Accounts of money, rations given to Apaches in may, June, 1791. Each payment authorized by order of Grimarest or other officer; orders written on little pieces of scrap paper, all read Approximately the same; most orders lost in volume binding, but lists summarizing orders, payments are included. Last page is list of supplemental rations ordered for Apaches to go on June, campaign with Echeagaray. Mentions Grimarest is ill, not at work in middle returns to post by July. (A. Dean, may, 1989)
