Summary
Two letters from Escandon to virrey informing him of the destruction caused by the rain and requesting 12,000 pesos to buy 3,500 fanegas de maiz to cover the needs of the population. The other letter is to inform him of the progess of the new colony, the pacification of Indians, the establishment of missions, and the discovery of mines. The letters that Escandon is sending the virrey are analized by marques de Altamira and he gives suggestions to virrey. Escandon gives an order to stop a rebel Indian, apostata guardado. (D. Summary
Escandon sends virrey detailed information about the devastation caused by the rains. Escandon sends a capitan to receive supplies the virrey wants to give. Also Escandon requests military promotions for those who worked hard in the disaster. In another letter Escandon describes actions taken by capitan Barverena in the capture of rebel Indians; auditor Altamira makes comments on the letters of Escandon suggesting to the virrey certain actions to take in the new colony. Series of documents dealing with gubernatorial correspondence against Indians, prisoners are taken, 32 casualties are inflicted on Indian forces including women and children; Capitancillo antel turned himself in after his Father capitancillo Chiquito was devoured by a bear; military campaign is launched against Indians who had stolen horses, actions left several soldiers killed by Indians in a prolonged battle; Lipanes surrendered and went to live at the presidios after they were offered good treatment; report is given that Indians are engaged in a controversy among themselves, situation that would favor an alliance with Spaniards; statistical chart showing number of Indians who are in peace with Spaniards, chart includes men, women and children in rancherias which are named with the name of the Indian leader. Series of documents dealing with Indian and military Lipanes; peace treaty between Spaniards and Lipanes de Arriba (points of the treaty are included); campaigns against Lipanes de Abajo; capture of Indians who are giving up their weapons and surrender in the presidios; Indian women are taken prisoners; trade of weapons between Indian groups; alliance of Spaniards with subdued Indians; unconditional surrender of Indians who later are used in mission's agriculture; permits and passports given to Indian allies to negotiate with Indians rebels (Lipanes de Abajo); Indians express unhappiness due to extreme harassment by Spanish commander; Indian surrenders who had stabbed a military official. Letter found seeking money and help from other Indians in order to free Juan Tonate et Al from jail in Mexico, and to join together to kill missionaries; testimony taken from witnesses; three men from San Lucas and one from Guazamota sentenced to five years in jail; three of four released after four years served, one Dies in jail; prisoners questioned; prisoners transferred; judge named; captain expresses concern Indians in towns planning to come together in resistance; question whether letter fabricated by guazamotecos; idols found which point to unrest; captain stresses that Ladino Indians from San Lucas and Guazamota not be allowed to mix with Nayaritas; fray Ibarra doubts whether the Nayaritas involved in plot based on their rusticity; residents of San Lucas and Guazamota express fear that Tonate would kill natives and steal livestock when released from jail, so did not join conspiracy to kill priests; brigade formed to stem Indian hostilities; Nayaritas and guasamotecos seen to be quiet; bishop supports request to release prisoners as crime small in relation to punishment. Accusation that military campaign against indians has been slow and inefficient, goes into detail describing steps and strategies he has employed, attests to fact that he has also followed the virrey's orders to mount offensive campaign near Rio Grande (northern part), asks for reestablishment of two companies abolished by ugalde so that they May be transformed into 12 units, argues that the presence of these added troops would help encourage additional settlement and thereby add to sums collected in the form of diezmos, attack on presidio of punta de lamparos, indians attack yguana as one unit and then split up into two units and remain in area; vaamonde explains letter written to virrey in which virrey interpreted as being insolent, major point of contention being vaamonde request that two companies mentioned earlier be reestablished, cites the fact that indian attacks have increased because of the absence of the companies and that the area is a frontier and needs troops in order to establish the uncontestable reaches of the province, argues that the organization of these troops into 12 units of 29 men each would in some cases make for more successful settlements because the settlers would have as their primary concern things other than indian attacks, strategy he would have liked to use with the troops at his disposal would have been to keep them on the move continually so the indians would not be able to plan attack but small number of men and illness have made implementation of that strategy impossible. For that reason he seeks reestablishment of aforementioned companies; letter explains that the two companies abolished by ugalde without consultation with the preceeding governor Gonzales de santianes, says that when he requested the reestablishment of these from the current comandante general de armas Ramon de Castro he was severely rebuked and told that Coahuila was in dire need of said troops, makes same request of virrey and includes proposals on how this company would be paid -excise taxes, cites depopulation and poor agricultural output as consequences of settlers fears and divided attention, successful settlements would also improve the commercial integration of all of New Spain since these areas produce some important commodities, excise taxes to support troops would then be cost effective since vaamonde reasons producton in area would go up as well as consumption from added settlers; letter to virrey from vamonde telling of events in area as related to him by Ramon, information on troop movement in area of punta de lamparos and speaks of orders given to Ramon directly from Castro; letter from virrey to vaamonde mentioning his order on the subject of the reestablishment of the companies mentioned, will advise him on his decision. Estancia de florido, Mexico, vallesillo, cosiguriachy. January 20, 1791 - March 27, 1791. 18pp. Approximate. Letters, diarios de comision. Originals, copies. Attack by taraumara's in which 2 men and 1 women were left nude; suspects that attack was committed by escaped indians from mission of oro; requests information on arrests made by subdelegado of mapini of thieves; indians from Moris mission complain of mistreatment which led many to escape the mission; found irregularities in the delays of confession to indians; says that during visitas he has made, all social classes mistreat indians but none eager to protect them. Based on nature of indian attack described above and the fact that cattle were stolen, Borica concludes that attacks were perpetrated by Apaches despite witnesses contention that they were Taraumares. Has not heard any news on expedition of 30 men with indian scout ojos Colorados sent to attack rancheria mantas prietas; letter from lasso de la Vega concerning measures to be implemented in missions and care with which relevant personnel are to proceed so as to avert rebellions by indians; Guadalupanos are exempt from these measures; indians of the Moris mission voice complaints about cruel treatment from padre guardian of mission who with stones and kicks gets them out of bed to work. The mission is prone to attacks and if he is killed in one of them they want to make sure that the crime is not attributed to them. Indians of Batopilas mission as well as governors of the area complain that padre of mission does not confess or marry indians and that he does not follow authority of teniente in the area for which reason they seek to be resettled to Zacatecas and padre Aguilar. Rascon told to exert his authority over religious personnel that have overreached theirs and to make sure that the only people authorized to punish indians are judges and justiciales reales. Information on treatment of indians and conduct of religious personnel is to be fowarded to Cavallero de Croix. Leaves on his third outing with 60 men taken from the first and third companies. (O. Emparan informs virrey of poor relation with Indians in region, military actions taken to avenge and pacify; Emparan submits 'diario de novedades' to virrey detailing locations of Indian incursions in Saltillo, numbers of individuals killed or taken hostage, numbers of horses, mules, sheep, Yeguas killed or stolen (folio 215); virrey responds that military forced to punish Indians as long as they continue to 'causar Danos'; Indians continue to steal animals listed above in large numbers from ranches, presidios, haciendas; fearful rural residents move to Urban area after hearing that Ugalde's company suffered repeated defeats, intrigue created when soldier reporting this accused of desertion (details unclear); Emparan informs virrey of various problems faced by military troops, such as lack of access to water supply, economic hardships; letter from Ugalde dated 1787 attests to loyalty of Indian leaders with whom now at war; several days of direct military conflict (folios 236-237) detailed in letter from officer to governor; gifts presented to 'indios del Norte' (Texas) in effort to secure peaceful relations.
