Summary
Orders from viceroy to Anza about recruitment of soldiers with families to move to and settle San Francisco California, appointments of lieutenant and Sergeant to be in command of garrison. Also appointment of friars to accompany expedition with cooperation of fray Serra establish two missions in area settled. de Anza travels to Sinaloa and established towns in Sonora recruiting families and purchasing supplies, cattle, horses and mules for March with orders to leave as soon as possible carrying enough supplies to leave with settlers until area is established. Viceroy orders de Anza to turn command of expedition in Monterrey to Moncada who will command presidio in San Francisco, also is ordered to select with Moncada site for presidio and missions to be established and return to Sonora as soon as task accomplished. de Anza informs viceroy of progress made in recruitment impossibility of Alferez Morada to go with expedition as wife has terminal disease, also notifies viceroy of death of sargent Espinosa to unknown epidemic which has affected many families recruited slowing progress many months. de Anza request substitution of sargent from O'Conor military inspector and general commander. List of soldiers with families is sent to viceroy amounting to 191 persons not counting muleskinners, people attached to expedition like merchants, farmers who are not being paid by de Anza who is supplying them with food only, also three families whose husbands are attached to presidio of Monterrey. Anza expedition starts from Tubac on October 20, Ten months after viceroy issued orders which Anza argues is best time due to rains which will provide water and better pasture for animals. Attached are letters from fray Garces who is reluctant to go with expedition wanting instead to establish missions in upper Colorado and Gila rivers, viceroy issues him orders to join expedition under de Anza which he agrees with reluctance requesting his own special assistants and his own transportation. Lists of supplies of foods, salary to be paid to guide, increase of daily maintenance for every person, census of families with physical description of every individual in expedition, proposals by church to marry every girl from 12 to 18 years of age and every Boy from 24 to 12 years of age. Appointment of priest to cure families, itinerary of trip. Also, lists of expenses incurred in transportation from Veracruz to San Antonio. Maps with planned areas in which such families could settle near San Antonio without conflicting with other settlers in area drawn by marquez de Aguayo in ff. 187. Summary
Concerns a complaint lodged by Serna relating to adulteress behavior of his wife; concerns the new reglamentos de presidio approved by the king and implemented by Bucareli, article related to monies set aside for troops was implemented when Durango and Alamo treasuries could not provide necessary funds, Guadalajara assets would be used, as a result of this the establishment of the paymaster's office in Chihuahua and allowing Esconsa to draw from this institution, mentions the establishment of various pagadurias and other institutions used to provide for troops. Neve attests to fact that his province produces the income enough to provide for troops, asks to be exempt from the charges made upon his area, death of neves followed by an examination of the state of revenues in the pagaduria de Arispe, administrator of revenues states that method of providing revenues to internal provinces must be found, intendent of Sonora recommends a tax to be established to preclude interesados from getting exemptions. Rangel submits two state of accounts, one that refers to consignments from Vizcaya and Mexico, and the other that refers to consignments from Sonora, only treasury from Guadalajara would be remittable. Correspondence of Loyola and the treasurer of Chihuahua follows as they demonstrate the necessity of los productos de rentas for the financial solvency needed to provide for the troops, documents show how funds were taken from different geographic locations to provide for those areas in the most need. In the note accompanying this document mention is made of a military inspection with results of retired and invalid soldiers to be provided so the real tribunal can better budget its sources; decision made to situate the paymaster's office mentioned earlier in Saltillo because of its central location, index of meetings of the junta Superior to discuss location of Pagaduria; letter describing jurisdictional problems as they relate to sending revenues to the capital, revenues coming from tobacco and excise taxes. Ff. 0402-0409 concerns a complaint by the priest Eulogio Fernandez that the horses of the military company of the area are causing damage to his lands; the intendente has ordered certain measures to be taken in relation to this matter which are not explained, letter in which virrey is told that Fernandez has been notified of the measures taken; ff. 0410 concerns the account used to distribute gifts to the Indians; ff. 0411 concerns money invested in gifts for Indians for the year 1804; ff 0412 -0416 concerns a case brought against Balli, he was arrested but died while in custody, two other people involved in crime are still in jail, since he was not formally proven guilty the goods belonging to him must be returned to his widow; ff 417-418 concerns statements made on the military service record of Baron. Index of correspondence that concerns the Indian complaints of damage done to irrigation water is ff. 0363; ff. 0364 covers abstract of correspondence that deals with soldiers wives requesting money assigned to them by governor, request granted; ff. 0365 concerns the leave of absence granted to Ramon so that he can be married, mention of the dowry required; ff. 0366 covers the result of a judicial proceeding (indictment) against Esparza for the crime of desertion and his punishment of 8 more years military service; the request of, Sanchez for land for raising livestock near Llera and other areas, justifies his request by citing the strategic utility in closing up two areas of escape for Indians; ff. 0368 deals with documents used in the case of Alvarez in which he murdered his wife, is not entitled to Fuero militar; request by Molina that he be transferred to another area where he owns a ranch that he is in jeopardy of loosing if he does not receive transfer, request is granted and Salcedo allowed to pick substitute from Veracruz; letter that concerns Indian complaint lodged against Castillo in protest of his pushing them off their land. Arredondo replaces Juanicotena with Lopez as governor of the Colonia de Nuebo Santander because of Juanicotena's illness; index of letters in this sequence; Calleja approves personnel change; questions put forth on issue of Lopez being entitled to property pertaining to his post since he will be acting as an interim governor only, and similar question pertaining to salary; administrative letter from Lopez to Arredondo dealing with shipment of tobacco received from factory in Veracruz; Cisneros relates to Arredondo incident in which he had travel restrictions placed upon his person in connection wit goods belonging to him that were seized, names Lopez and alcalde of Marina as responsible; Lopez responds in detail to accusation that he treated Cisneros unjustly in matter of the seizure of his goods, noncompliance with directive sent through Aguado, and travel restriction declared by alcalde of Marina; letter from Lopez to Arredondo protesting Guerra's involvement in this matter insofar as he is a military official and he should not have involved himself in a purely civil matter; gobernador can only use a person of sargent rank or lower to be his scribe on military matters and Guerra as military officer receiving salary from the king should not be involved in civil matters - should be sent immediately to Aguayo where he is needed in the secretaria'; Arredondo threatens Lopez if he does not promptly comply with order to send Guerra, mentions possible judicial proceedings against Lopez by Cisneros in matter of seizure of goods and detention; letter from Arredondo giving Juanicotena leave from his duties as governor of Nuebo Santander; Lopez interprets Arredonda's sending him suddenly to Texas as an affront and asks the virrey that he be allowed to go to San Luis Potosi.
