Summary
Lengthy document by Garrido y Duran informing Revilla Gigedo on the causa de policia,judicial, economic, and military conditions of Sonora and Sinaloa up to 1790. On judicial Side, it is mentioned that province consists of 11 jurisdictions headed by a jefe de tribunal with the power to appoint local town officials; these officials operate without salary due to lack of funds caused by Apache depredations and poor harvests. Mention that in the recent past Indians were forced to work in mines, haciendas, and Ranchos, and that they were exploited and did not have time to cultivate their own land; now he has prohibited this, and that Indians will work on a voluntary Basis. Discussion that community wealth is administrated by the missionaries, and that they often are more concerned for their own interests allowing community conditions to deteriorate. It is also mentioned a lack of prisons. With respect to causa de policia, it is mentioned that Apache attacks have frightened the population and have prevented increases in commerce, mining, agriculture, and animal husbandry. Mention of lack of civil and administrative office in many towns; there is lack of hospitals, casas de Obraje, schools, and public meat and seeds stores. Mention that people are divided in two groups, one consisting of good people involved in commerce, mining, and agriculture; the other consisting of house servants and Manual laborers, who are drunkards and have other vices. Economics- list of different tax collection offices. Mention of the different partidos as well as the people holding these offices and amount of money payed for such offices. In order to attract more merchants to frontier, no tax is Charged on their goods. With respect to military affairs, it is mentioned that enemy Indians live in dispersed hamlets, lack supreme chief, and operate separately; Indians described as thieves. Mention of 6 military groups of soldiers, and 3 of Indian auxiliaries; short discussion of soldier's living conditions in presidios, as well as expenses involved for maintenance of troops. (J. Summary
Concerns questions the intendente from Durango had on assets being transferred from there to Potosi and Arispe, junta Superior de real hacienda asks for his appearance; document that traces the forming of expedientes and what they cover such as leaves with pay, remittance from treasury of annual assets to other areas in the Provincias Internas, questions pertaining to receipt of money at the tribunal; Berrera writing to inform that he is paying his troops with cigarrettes with which they barter for what they need, situation is affecting income from tobacco to be reported, using cigarretes for barter is prohibited but due to circumstances it will be permitted in Monclova, permits Ugalde to mint more money in response to this situation; mentions the delay in collecting synods in the province of Coaguila by Ugalde; order to intendente to not pay interim ? Until avilitados appear before him, document lists 8 measures or articles that must be followed by Ugalde and others in administration of military finances that come from the intendente of Durango. Folios 334-336 from Fages to Bucareli concerns question of distribution of land and furnishing of cattle to settlers who marry Indian women converts in Monterrey jurisdiction. Remaining supplies and cattle for Lower California missions and presidios; of necessary personnel, food, cattle and arms for their defense; advises of shipments and receipts of items to same by paquebots San Carlos, el Principe and San Antonio. 2) ff. 341-344 are 1770 instrucciones from Croix to the Cabo of the Escolta de la mision in 16 capitulos including regulations for distribution of weapons, defensive measures to be taken, treatment and punishment of Indians, care of horses and cattle, food supplies and rations, relations with missionaries and Gentiles, punishments for contraband and illicit sexual relations with Indians. Ff. 282-284 summary of lists that follow. Ff. 283 extract of inspection given by Calleja. List of officials. Calleja's remarks concerning inspection. Troops shoot poorly, instruction poor, lack of arms, excessive use of gunpowder, poor state of dress, number of horses, and list of financial state. Principal cause of company's faults is due to Vaamonde's lack of leadership. Ramon's inability to command also cited. Cabos, Soldados, and sargentos said to ignore their responsibilities. Ff. 286-288 is a list of individuals and time served and time remaining in company. F. 288 list of Invalidos, their ages, years of service, and destino desired. F. 289 Baltierra's biography. Document concerns poor state of compania volante of Punta de Lampazos. Its poor instruction, dress, discipline, and lack of arms. List of animals, finances, and debt of company given. Suggestion given to suspend all officials of company. Governor's fault in state of affairs described. Ff. 278-280 is a list of improvements that must be enacted to improve company.
