Cites lack of troop spirit; says that biggest boost to campaign effort would be to obtain sufficient and proper equipment. Mentions Apaches thefts nearby. Arrieta mentions publication of bandos, raising of compania volante de Valle de San Bartholomeo, deliberates over acceptance of volunteers Menocale and Peru into military forces and relates Indian murders and attacks on various haciendas.
