Summary
Concerns formation and development of comandancia general. Plan devised by Croix and Galvez in 1768. Real titulo gave Croix command of provincias with salary of 20,000 pesos. Includes confirmations of Croix' title by various persons. Due to death of Neve, title given to Ugarte. Contains some of Galvez' original instructions for area. Includes boundaries of jurisdiction and instructions for delegated authority, residence, a mint, an auditor de guerra and his salary. Plan was for territories to develop and expand. Provided them with a secretary with a set salary and determined the number of troops for area. Concerns conversions in area. Suggests using loyal Indian tribes like Opatas against Apaches. Pacification in area to be facilitated by monthly reports and regular communication with California and Sonora. Suggests relocating some Spanish families to California. Contained instructions for provisions ships to be built to carry supplies to California. Comandante general should not take gifts or allow celebrations which are merely waste of funds and may not take food or provisions from presidios. He should watch for abuses and report them in monthly reports and biannual relaciones of conditions. Contains several documents of same historical information. Under Flores, Ugalde is given title of brigadier and given military control of Coahuila, Texas, Santander and Leon. Flores tells governors to recognize Ugalde's control. Instructions given to Ugalde as well as his duties. Includes miscellaneous documents concerning king's approval for Galvez' instructions, a real titulo asking Ugarte to formally announce his obedience to Flores. And a royal order describing the authorities given to Flores which were many but limited. (M. Dannemiller, April 1988)

Acknowledges receipt of letters and responds to Ugarte's objections. Gives reasons for decisions to divide. Flores says will basically follow instructions left by Croix with no changes in salary and authority in his provinces. Flores says plan will free Ugarte from problems too distant to control. Agrees with plan for Indian children. Flores says reason for division is for pacification of Indians. Division was delayed due to war with English. Gives reasons why can't continue as before and orders changing some of Croix's instructions. Describes each phase of division. Ugarte to control Nueva Mexico, Nueva Vizcaya, Sonora, California, with same authority and right to choose secretary. Inspectors will retain positions. Ugarte must rotate to where needed. Gives instructions for military campaigns. Two provinces go to Ugalde. says duties in second comandancia simpler because only concerned with pacification. Two commanders should maintain frequent correspondence to advise and assist each other. Flores is convinced of Ugarte's zeal. Comandante inspector will immediately be repositioned with salary of 8000 pesos. (M.dannemiller, April1988)

Unification of Seri rebel capitan with Apaches to wage war against Seris who surrendered and thru conquest of other smaller Indian groups to attack Spaniards. Invention of armor by teniente Bertucat and request to king to have licence to construct such armor. Autos against Capitancillo norteno Ramirez. Rebel Taraname Jose Luis sent to Havana's prison to avoid more rebellions in Texas. Civil suit by inhabitants of Villa Nombre de Dios to keep such village under jurisdiction of viceroy instead of Provincias Internas. Most viceroy by Croix for two thousand men to bring peace to provincias, documents against capitan Barrios and his removal, naming of capellanes to presidios, requests of salary advancements from religious personnel and military personnel. Also, total commercial freedom in Americas with cultivation, collection and transportation of pepper and Tabasco to Spain, prohibiting Duran and Chavez to travel to Spain again without first requesting viceroy's permission, orders to transfer Queipo to Spain to live with wife, issuance of new coined money to Cajas reales and lists of personnel who have finished their service and retired due to injuries and insanity. Most prominent letters regarding pearl fishing, percentages to be Charged as Alcavalas to gold mined in New Spain and when gold enters Spain. Formation of offices and tribunal de minerias, salaries for Franciscans to be capellanes of presidios in prov. Internas, promotions of military personnel, also, bankruptcy of heads of presidios and companias volantes as they have been paying out of their own pocket salaries for personnel and expenses for food supplies and arm supplies. Correspondence between Croix and viceroy regarding military appointments, state of troops in Sonora and Sinaloa provinces. After Indians settle, military helps with food and gifts from presidio's monies for short period of time. Desire of Croix to map entire Provincias Internas, also passports to different officers chosen by Croix to assist in running prov. Internas as well as a priest for his spiritual needs. Food supplies for presidios in California. Letters to governor of Veracruz to aid Croix's doctor in travel to Mexico.
