Former cannot locate them and informed that until accuracy verified he must provide security bond. Viceroy determines that one-half of Gutierrez' requests necessary supplies for warehouse in department, including weapons, clothes, sewing materials. Ugalde wants to weed out half-wits from companies, stop working with ignorant, useless Milicias, fight more of a guerrilla war with only those capable of it. Plan described for controlling surrendered Indians; includes banning all weapons from them, severely punishing anyone caught making arrows; also discusses points of settlement structure, agriculture, etc. (A. Reports of moco raids around Nuevo Santander. Primera compania and civilian Posse go after Indians in Sierra de Tamaulipa, kill most they find, but take one woman and one child in chaingang. Justicia de Aguayo attacks ranch of friendly Chichimecos, killing most, imprisoning some; results in uprising of 300 peaceful Indians in reduccion at Croix, who kill 4 citizens of Croix then raid Santillana. Virrey condemns action as stupid, endangering peace treaties with most other tribes. Suggests total campaign by all milicias of province, as military alone can not fight so many. (A. Dean, Jul 1990)

Lasaga is advised to inform comandante general about his intentions to establish new settlements before proceeding to cut down on costs. Lasaga proposes taxes to help fund project. Conde de la Sierra Gorda asked to disclose Actual assets of Missiones in Nuevo Santander. Lasaga describes difficulties he vastness, rough topography, poorly armed settlements, not enough militiamen. Mentions that southern part of province is consolidated, north still a problem. Advises that new villages be placed at Sierra de Tamaulipa Vieja, 20 leagues from Altamira, Marina. Idea to auction assets of missions that have decreased Indian populations in order to fund new villages. Discusses formation of two companies recruited from outside province, to be paid from revenue of estanco del tabaco; mentions weapon shortage in area.
