Index of letters corresponding to this sequence; mentions a roya announcement and decree involving last wills and testaments; instituted a manda forzosa from last will and testaments that has produced income that will be sent to Spain; sums in question collected by Cabildo de la Santa Iglesia de Monterrey advises against sending them through Tampico, also that intendente of Veracruz should register their shipment on first war ship in order to avoid freight charges; letter from virrey acknowledging the above information; Arredondo used the sums mentioned for his troops instead of sending them to Spain. He justifies this by citing high port and shipping costs, virrey has made arrangements to have sum from another source sent instead. (O. Velez, September 1989)

Document gives figures for total amount of revenue produced in salt industry in this area. Mentions role played by Barlovento River in economic development of area. Mentions bad effect of salt in water supply on agriculture. Some settlements in area have expanded to degree that they are exposed to Apache attacks, no troops for protection. Proposal for compania de sugetos along coast from Veracruz to Balisa, or else have real hacienda fund development of fishing industry; also wants more Naval activity. Detailed accounts of economic potential of fish species in these waters. Area between interior and costal settlements must be populated to contain Apaches; details best ports along coast for bringing Spanish settlers in to populate said area. Attention must be paid to northern frontier as U.s. is gaining strength in world trade, makes good use of Indian relations to conquer new territory. Only important trade with northern Indians is in fur, but american mining ventures will tend to result in permanent villages, to detriment of Spanish. Examples of situations in which use of fuero militar has helped establish successful settlements. author favors paid milicias provinciales only when fighting to help populate areas. Government help to settlements will depend on productivity of areas. Noriega favors putting Escandon in charge of these projects. (O. Velez, March 1990)

As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Discusses how flete overland is determined; more cost effective to carefully time maritime travel. Total cost of all development proposals is 36,000 pesos. (O. Velez, February 1990)

Letter from Velasco asking for military protection in access points to Texas, in the letter it is suggested to ask for help in arms, ammunition, and money from Britain since Spain is facing cutbacks. In another letter to virrey the formation is announced of a junta de guerra in charge of taking measures to protect Texas from the americans, these measures include sending troops to borders. (T. Concern that rainy season may prevent repair tasks, and increasing deterioration will result in higher cost. Mention of difficulty transporting logs in River. Documents pertaining to naming of engineers and instructions on how to achieve goals of expeditions to Nueva Vizcaya and Sonora. Planning and settlement of port of Guaymas and Rio Yaqui as Principal areas for commerce and trade. Conquest thru war and pacification of Seris and Pimas Altos; detailed ethnography. After achieving these goals expedition to resume exploration up Rio Gila establishing town on banks preferably near Colorado River to serve as capital of Gila province; study natural resources in detail; find mines and other natural riches to attract settlers; wage war against Apaches to secure lands and make possible fluvial navigation. Area should serve as protection to other settlements to east and south of province. Letters about arrival of visitador general Galvez to Sonora on his way to California. (A.
