Copies of letters to Corbalan concerning Hiaqui and Mayo Indians must pay tribute to virrey. The letters also mention that indio Calixto must be reducido (to defeat him). Corbalan answers that Indians in his Jurisdiccion can not pay taxes because they are very poor. Concerns distribution of lands around Mayo, Fuerte and Hiaqui rivers to Indians in Jurisdiccion de Sinaloa. (R. Gomez, November 1989)

Summary
Bucareli concedes a year of tax-exemption to pueblos around Culiacan's Jurisdiccion which were affected by floodings. This section includes an incomplete number of clauses and dispositions concerning land tenure. Each clause specifies measures, dimensions, and location of lands to be given to the Indians. The lands to be given are placed in provincias de Culiacan, along Hiaqui, el Fuerte and Mayo rivers. Copies of documents concerning notification of receipt of autos dealing with the floods which occurred in Culiacan and the tax-exempt policies to be applied to the Hiaqui and Mayo Indians, and land tenure policies. Rodriguez Gallardo's deposition and remarks to informe written by visitor of Jesuit missions in Sonora. Issues discussed include consolidation of dispersed pueblos de indios; military escort for religious entradas into frontier areas; definition of indios vagantes; reasons for Pueblo desertion. Cites various articles from recopilacion de Leyes de las indias concerning reduction of Indians to mission life. author suggests that 2,000 pesos be sent to governor of Sinaloa to combat Apaches and that Barrancas of Sierra Madre be cleared of small Tarahumaran rancherias, and Indians gathered to be settled in larger pueblos. Also discussed are issues of election of Indian civic officials, regional officials to oversee Indian communities, Indian labor at missions, and punishment of mission Indians. Included is definition of siembras de comunidad versus siembras de Iglesia; number of Indians needed for a Pueblo to be legally recognized. Summary
Confirmation of providencias issued to California, Nueva Vizcaya, Nueva Mexico, Sonora stating no indio mestizo or other tributary caste may relocate from his residence without civil and parochial certification of marital, familial, tribal status. Rengel's correspondence with Flores requesting transfer to Mexico for health reasons. Flores suggests Rengel seek treatment in Sonora and assume command of forces there due to gravity of ongoing war there. Rengel repeats request for transfer citing lack of medical facilities in Sonora, noting competence of officers already in command there. Ugarte y Loyola acknowledges Flores' order that command of provincial forces be split in two and Rengel be made commander of Sonoran forces. (J. Higgins. March 1989)
