Summary
Concern establishment of a Pueblo called reyna de los Angeles and another one called san Joseph de Guadalupe; construction of three missions in California; arrangements of how new presidios would be provided with horses, cloth, security, and population; estimated number of families to inhabit new presidios; inhabitants for new presidios are required to be in good health. A carpenter and blacksmith are needed so they can make tools and ploughs; recruits for new presidios are required to be married. Part of the army of new presidios is celibate due to lack of Spanish women in area; corn and barley is produced in new presidios to feed the horses; fabric and some garments for boys, girls, women and soldiers is sent to new presidios. (garments include socks, shoes, skirts etc.. Chart in ff.36 and 42 include list of families and inhabitants of new presidios). Documents consist of providencias for government and new institutions in California, correspondence between viceroy and of San Diego mission; improved communication system between Mexico and frontier regions; deployment of troops from Sonora for maximum defense of Californias and eastern provinces; purposes for pacification of Indians. Ff. 419-432 detail recruitment, transportation, settlement and protection of 70 families of colonists from Sonora for Alta California, of alleviating poverty and idleness by recruitment in Mexico; safety and choices of routes in combination of maritime and land means for transportation of settlers; desirable areas for colonization in new territories regarding protection, agricultural production, provisioning, recreation, water supply yet to extend Spanish occupation, defense and pacification plans; formation of companias volantes and militia to combat Indian hostilities and need for new regulations to do so; improvement of agricultural techniques and manufacture of domestic industries; long sections on required rations of food and other necessities, allotments of cash, markets for purchasing, selling regional commerce, supply and production of cattle, horses and mules. Other folios refer to maritime transportation of mission and presidio supplies and schedules of Goleta la Sonora (Senora de Guadalupe) and Paquebot el Principe between Guaymas or San Blas. 303-312: Informe from Bucareli to director of temporalidades asking that Arroyo Zarco administrator be replaced by Aysa due to poor administration. Informe from Garay to Mangino regarding end of the ranch's seizure. Aissa asks for funds for repairs. 313-336: Montoya Garay provides inventory list to Ayssa which includes extensive and descriptive list of chapel and vestry items, household furnishings, books, kitchen goods, laborer tools, bed sheeting, store items, personal debts, farmhand salaraies, livestock. 342: Virrey grants permission that Mangino come to capital. 345-352: Escala Guller grants permission to Thomas Escala to buy and sell his properties. 353-354: Montoya aska virrey if taking horses from his own hacienda is permissible. 355-358: Mangino infoms virrey of financial losses to Arroyo Zarco caused by troops and sailors that are housed at the hacienda.
