Ugarte complains to Florez that he has not received message from Ugalde concerning mobilization of troops in el norte against Mescaleros. Florez upset because he believes animosity between Ugarte and Ugalde results in bad governing of province. Other documents deal with Revilla Gigedo giving free hand to Ugarte with respect to troops without cooperating with Ugalde; discussion of plans to have monthly military campaigns against Mescaleros and Gilenos; attempts to use peaceful Mescaleros against enemy ones; discussion of forming Indian auxiliary troop of Opatas, Taraumares, and Zumas.
