Complains about fact that he hasn't received mail from family. Mentions that he heard that viceroy is going to send troops (?) To foment war between different groups. He advises that harvests have been meager and that troops could not be fed. Also discusses lack of guns and horses for such an operation. Furthermore discusses legal problems over unbranded cattle.
