Lopez y Padilla argues for reduction of military presence in Nayarit based on passivity of native inhabitants. Describes concentration of Indians into three pueblos by Jesuits, with further security provided by restrictions on travel and possession of weapons. Discourse concerning appointment of Lumbreras named by Corbalan as commandandant of presidio of San Carlos de Buenavista. As new commander, Lumbreras carries out order from Corbalan to station detachment of 20 soldiers and one oficial at Guaymas; investigates murder of indio hortalero and theft of cattle at Tonichi. Summary
Correspondence re: expenses incurred in warring and maintaining peace with Indians. Indians are to be established in sierras and aguajes near presidios so they can continue to exploit wild foods and bison. Galvez suggests gifts be given to make Indians indebted to Spaniards. Loyola relates past experiences with reduccion of Chiricaguis; suggests need for patience in all dealings.
