Acknowledges royal orders re: change Indians' tribute status at age 18; governor's control over estate (inheritance) tax and sail cloth sales tax; promoting hemp, flax cultivation. Discussion of new converts at misiones: Concepcion, Purificacion, and San Chrystoval, San Miguel--latter having few neophytes and low subsistence thus relieved of tribute. San Miguel defended against depredations by Tlaxcalteco cavalry and archers. Discussion of nitrate mine reestablishment in valle de Guaxuco (no other in province), royal orders concerning benefits and nitrate valuation as per assayed and costs of extraction-transport. Summary
F.220 reports deaths of 5 Apaches on chaingang. F.222 lists ages, gender of those transported. F.223 begins letter in rabid prose by Ugalde, listing tribes now ensconced in christianity as example; repeated acts of idolatry (dances) by Apaches endanger everyone, should be stamped out (no pun intended). Seems to suggest they be converted by force, not choice. F.225 vows to chastise most execrable Lipanes. F.229 apparently suggests that Comanches be given firepower to eliminate Apaches. F.232 complains of hypocrisy of reports given to him. Letter is puzzling considering Ugalde's earlier anthropological attitude toward Apaches. (A. Dean, April 1990)

Summary
Repetitive Series of letters from gobernadores of Nuevo Santander concerning routine administrative and military affairs. Includes documents concerning naming of Gonzalez Santianes to replace Ruvio as gobernador of Nuevo Santander. Should be given fabrica de iglesias and enforcement of payment of Diezmos, greater efforts towards converting Indians, need to treat Indians kindly and only punish in fair proportion to crimes committed. Includes repetitous Series of reports of horse theft by Indians against towns in Sierra Tamaulipas. Correspondence in which Urresti communicates news worthy of virrey's attention, concerning missions under his command, at nearby mission, suspected by Urresti of only seeking relief from viral epidemic decimating nation, Piedracitos request same at other mission, duplicitous intentions suspected also, quiet, peaceful behavior of Indians at another mission noted, participation in 'cosecha de Frutos' also peaceful, military skirmishes along Rio Blanco involving Indians discussed, establishment of 'las Pazes' per virrey's 'mandato'; letters from virrey commenting on, commending, actions taken by Urresti, approving request by interim governor of Coahuila for 50 soldiers, ordering that silver, though in 'corta cantidad', continue to be mined at Yguana, informing of 'insultos' from siguis(?); letter concerning 'quadernos' containing information on Munoz y Villavicencio's conduct in office.
