Concerns Ugarte's military service history in Europe and Mexico relates his inception, accomplishments, and promotions and a mention of all titles. Asks Flores to review records and compare accomplishments to Ugalde's, says has 10-17 years experience. Regarding information virrey has received, Ugarte says it's his word against Ugalde's. says he has sacrificed all for royal service and should not be diminished now. Claims results with pacification. says Apaches do not convert or be part of Spanish system. Disagrees with tactics used by Ugalde, says inconvenient and inefficient. Contains description of Indian pacification campaigns, warring Indian nations and conditions of provincias in which wars occur. says Seris in Pitic peaceful and dedicated. Contains brief description of Ugarte's position. Relates events leading to Ugalde and Rengel assignments. Assuming position found Galvez' instructions being accurately followed. This plan produced instant success of previously unexperienced proportions. says Flores made unwise decision exchanging an unproven plan for one established and provided for by royal order. says Flores influenced by Ugalde. says Ugalde terrorized peaceful Mescaleros, making them again hostile and uncooperative and killed 47 people in rancherias without cause. may be loyal but unjust. says Ugalde sent false information to virrey so he was blinded to Ugalde's violence and fooled into granting him control of area specifically given to Ugarte by king. Ugarte expressed his objection concerning Ugalde and divisions to Flores, but went unnoticed. Asks king to compare Ugalde's accomplishments to his own. Feels he's losing his honor as leader. Ugarte feels he deserves title of Mariscal de Campo. Ugarte relates history of comandancia general. says he was given position by king, and king approved division because he received inaccurate information. says when division was suggested, provincias very diverse. Conditions in provincias stabilized. Flores responds stating division is justified. Flores reassures Ugarte of confidence in his ability and loyalty. (M. Dannemiller, April 1988)

Summary
Relates history of provincias since 1752. As independent capitania general, Croix given same authority as commander in other areas and additional ones as needed to carry out special assignments. After Croix's promotion Neve assumes position. Rengel promoted at Neve's death. Concerns instructions for provincia by Galvez in 216 articles. Galvez ordered reinstatement of troop inspection and gave instructions for behavior towards Indians in war and peace. His instructions for military campaigns still being followed although campaigns decreased due to insufficient troops. says commanders must follow instructions exactly and have proof of military achievements due to exaggerations by some. Victories will force Indians to surrender as they have in Texas and Nueva Mexico. Wars in progress and troops relocated to Nueva Viscaya where most needed. Relates problem with Ugalde who disobeyed orders for attacks on and taking of Indians. Ugalde was reprimanded but awarded military control of half of provincias. Contains correspondence from virrey relating advantages of division. Ugarte says division is unneccessary, possibly harmful. Recommends relieving Ugalde and reinstating original comandancia general. Relates event in which 3,000 reducciones allowed to move into mountains due to insufficient supplies with promise of safety. Ugalde was informed of their status and ordered not to threaten. Ugalde attacked causing general unrest for his deceit. Ugalde later forced to make restitutions and return prisoners and property. Relates several accusations made about Ugalde. says despite evil nature, given title of brigadier. says Flores ordered division because he's new to area and unaware of its status. says Ugalde sent virrey fabricated information about campaigns which conflicted with his own. Due to information, Flores sent all Mescaleros to Savinas which only caused them to become hostile. Increased theft and murder in the area proves this. says he won't be able regain trust of betrayed Indians. Asks that king use his power to restore stability to area. Summary
Letters from viceroy to Croix in reference to various affairs within Provincias Internas. Most prominent letters regarding pearl fishing, percentages to be Charged as Alcavalas to gold mined in New Spain and when gold enters Spain. Formation of offices and tribunal de minerias, salaries for Franciscans to be capellanes of presidios in prov. Internas, promotions of military personnel, also, bankruptcy of heads of presidios and companias volantes as they have been paying out of their own pocket salaries for personnel and expenses for food supplies and arm supplies. Lists of arms in armerias in Mexico City to be distributed to different presidios in Provincias Internas. (A. Dell'acqua, March 1988)

Concerns replacements of military official in presidios; permit granted to soldier to be dismissed from service due to war injuries; petition of military Official, for presidio in San Bernardino, San Diego, Loreto and Monterrey; military official asks for his reinstatement; account of military official on duty in Provincias Internas; military official is assigned 500 pesos a year for honorary services defending Texas; Croix, gives notice of health improvement to viceroy, and thermal bath is prescribed for him; correspondence is requested to be sent via Guadalajara, which operates every two weeks.
