Concerns civil and military administration and organization; gubernatorial correspondence between the governor Garza Falcon and the viceroy about details on every issue being dealt with by the Indians, robberies, pensions, military activities to defend presidios and people, military expeditions, Indians settled in the presidios and other places, military supplies in the presidios. Report stresses need for construction of a presidio called Sacramento, the presidio is said to be needed to defend the area from the frequent attacks from Indians. On indians and other ethnic groups changing place of residence unless they have the proper certification obtainable from the local judicial body or parrish, restrictions on travel in the frontier zones, restrictions on indians settling permanently on haciendas or ranches (only seasonal labor), travel papers needed for everyone except those working for certain ministries; penalties for violating these restrictions and instruction on dissemination of this information; rules to be effected in order to correct irregularities in supply of grain that specify methods of counting grain, the distribution of surpluses, pricing policies, prioritizing groups to receive the grain, the distribution of seeds and the dissemination of this information; the lack of proper record keeping of royal announcements and decrees, how this effects the continuity that should be present during changes in administrations and appointments, fines to be exacted on officials who are remiss in these matters, and the appointment of Borica to oversee the project to remedy the situation. Summary

Detailed military reports of Apache and Taraumara depredations around Durango (1788) including 1) damage descriptions, 2) results of hostilities, 3) steps taken to end depredations, 4) details of military movements. Relates Indian attack on armed exploratory group, robberies of silver, livestock, maize harvests, corn seeds, tools, guns and cloaks. Mentions kidnapping of women, murders and flayings, needless scattering of seeds and wasteful killing of livestock (thus sharpening food shortage). Notes drought. Detailed description of incident in which unidentified Indian group traps women in a house, sets house on fire, and strips those trying to escape. Cites village abandonment and disruption of carbon and seed trade routes as corregidor grants license to exterminate Indians. Notes Spanish burning and flaying of Taraumara captives. Virrey emphasizes need to increase confidence and hope in vecinos to avoid further depopulation; orders publication of Bando to this effect. Virrey also suggests reopening of military post at Noria to help defend Babonoyaba. Military concerns include augmentation of regular army by hacienda, Vecino and Indian auxiliaries. Special mention of Rancho owners supplying armed, mounted men for retaliation purposes. Attempt to set up efficient vecino-based campaign fails because of 1) laziness of vecinos and 2)sluggishness and ineffective leadership of Cassanova. Compania de dragones established for insolvents. Detailed record of inter-presidial troop movements. Precise numerical record of troop sizes and casualties. Repeated citation of failure to track Indians or to re-obtain stolen goods. Unsuccessful tracking blamed on tracks obscured by rain and laziness of vecinos. Notice of revision of ramo de alcavalas of the provinces of Nuevo Santander; governor receives copies of bandos from the viceroy (bandos are related to prohibition of commerce among employees of ramo de rentas); viceroy authorizes military escort for Munoz, who is traveling to Texas; notice that people of tributary classes must get a licence to get out of domicile; viceroy gives recommendations about dealing with ships claiming to be whale hunting; Cierragorda receives order to release Alferez de Tula; notice is given that Mugier's case be reviewed; titulo de Castilla is given to Serena; Cierragorda receives copies of Bando giving pardon to people guilty of contraband (M. Marroquin, November 1988).
