Ugarte y Loyola reports that instructions include establishment of a comercio general to regulate expenses required to bring Indians to peace. Also discussed are means to augment salaries of officials and troops without greatly depleting treasury, including dismissal of unuseful officials. On behalf of Florez, Rengel requests information regarding troops, classes of enemies and most effective ways to contain them.
