Summary
Ugarte y Loyola informs of judicial, administrative, spiritual, economic, and defensive conditions in Sonora and Nueva Vizcaya. Notes problems in judicial branch including inexperience of secondary judges; lack of prisons, lawyers to consult with, and scribes to handle judicial proceedings; costs of prisons, paper, mail, etc.. Reports (f.30) of robberies and murders committed by Apaches and others, including bands of Taraumaras escaped from their mission. Proposed creation of a high court (f. 31.5). Discussion of founding capital city of 6 provincias (f. 32.5) and its relation to comandante general's residence and site of high court. Most advantageous site would be in San Bartholome Valley. Salt production and prices (f. 34). Report (35.5) that spiritual of gospel deeply affected. Much information (f. 37) regarding many Indian nations with respect to their geographic domains, hostilities, and relations to Spanish plan for defense. (J. Hiller, may 1989)

Summary
Document gives figures for total amount of revenue produced in salt industry in this area. Mentions role played by Barlovento River in economic development of area. Mentions bad effect of salt in water supply on agriculture. Some settlements in area have expanded to degree that they are exposed to Apache attacks, no troops for protection. Proposal for compania de sugetos along coast from Veracruz to Balisa, or else have real hacienda fund development of fishing industry; also wants more Naval activity. Detailed accounts of economic potential of fish species in these waters. Area between interior and costal settlements must be populated to contain Apaches; details best ports along coast for bringing Spanish settlers in to populate said area. Attention must be paid to northern frontier as U.s. is gaining strength in world trade, makes good use of Indian relations to conquer new territory. Only important trade with northern Indians is in fur, but american mining ventures will tend to result in permanent villages, to detriment of Spanish. Examples of situations in which use of fuero militar has helped establish successful settlements. author favors paid milicias provinciales only when fighting to help populate areas. Government help to settlements will depend on productivity of areas. Noriega favors putting Escandon in charge of these projects. (O. Velez, March 1990)

Summary
French trespassing into the Tejas provinces by San Dionis under pretext of buying livestock for Luisiana. They are believed to be looking for more land to occupy and trade with the Indians. Translation of San Dionis observations and map from San Juan presidio to Diego Ramon's at the Rio Grande cause Audiencia general to approve the establishing of missions in the Tejas provinces in order to maintain control over the Indians there. Descriptions of fertile lands and friendly Indians. Trade is to be stopped with the French. Supply lists and salary expenses for military escort for missionaries. Ramon and Espinosa travel from Saltillo to the Tejas or Asinai provinces with 75 people comprising of soldiers, missionaries and civilian men, women and children. They travel from February to April and establish 4 missions. Heads of 4 missions declare supplies needed to equip Indian nations absorbed by missions listed. (E. Wilson, March 1990)

Escandon went to recognize families joined by olarazan. Escandon and others conduct review of well and other conditions. Contains complete list of families and members of Escuadra including names, ages and property owned. Description of relations with Indians. says San Marcos has most abundant water. Contains description of possible drilling depths and composition of each level. Review of timber, minerals and land says all plentiful. Cold climate. Commerce with Llera possible for supplies and minerals. Need mission for Indians congregated in area. Escandon officially establishes sta. Maria close to San Marcos. Provides instructions for construction of homes, provision of more cattle and seed, and for administration of property and mines. Contains city plan.
