A report on the religious institutions of the area that discuss the personnel shortages in each and names those persons who are carrying on duties of institutions provisionally; separates missions that are understaffed or not staffed at all, speaks of the impact on personnel that the expulsion of the Jesuits had; before their expulsion Jesuits were in charge of 28 missions, 10 of these have been given over to sacerdotes seculares and the remaining 18 to el colegio Apostolico de Guadalupe in addition to two newly erected missions, Guaycabala and Cajurichic, who only have the necessary religious artifacts to celebrate confession, baptism, and burials; doctrinas, lists 7 doctrinas and gives the names of those in charge of each if applicable, notes the lack of foresight in Borica's decision to remove the synod from these establishments, notes that the Indians from three of these pueblos are 30 Leguas away from the doctrina de guazmota. Curatos indotados, gives the names of the curatos that are either understaffed or not staffed at all as well as general comments on their administration; sums up letter by requesting that the virrey take steps to alleviate the burden he is under. Administration of a synod the mission of satebo and the surrounding indian communities of guapalaynas, yoquivo, and depending on the discretion of Cordero, Guadalupe; the population size for each community with a grand total of 834, the distance of Cordero from these settlements has occasioned the use of ochoa in the satebo mission; letter acknowledging the above and giving approval for the restructuring to proceed; nava's request that the bishop of Durango be involved in the restructuring mentioned above; document resulting from the meeting of the junta superior de la real hazienda on costs resulting from the restructuring, signed by the six fiscales; virrey acknowledges restructuring and informs nava that he has asked bishop of Durango for his cooperation in this matter; bishop of Durango accepting a role in the establishment of the mission, forsees no problems except for possibly a shortage of missionaries; nava's intention to take up the matter of the mission as soon as he gets back from vizcaya; virrey's permission for a payment to be fowarded to the minister so the synod can be paid; need for lorenzo to consult the commandante general of the area and together verify that the establishment of the mission is going as planned. In response to viceroy's request, Verger makes suggestions in 22 parts for physical and spiritual development of missions. says new missions should be delayed until older ones are firmly established with sufficient arms and military protection. Must grow food for all mission and presidio residents. Storage and distribution should never be left to Indians. nor should be left to caudillos and capitans since after Jesuit expulsion California example shows they destroy missions. Under priests' control more churches built, more ornaments retained, larger harvests collected. says some form of punishment is necessary because Indians will abuse and steal property without it. Indians should be treated fairly and paid a salary. Describes daily masses and visits to sick and widowed. Discusses corn, bean, lentil crops, weekly rations and duties of women. Discusses also Indian jobs, products and locations of trade. Discusses differences between present conditions and those of Conquistadores. Relates difficulties with jefes who replace hardworkers with incompetents. References to decree by Valero ordering military protection for missions. Discusses power struggle between military and missionary. Verger claims arms are not needed for conversion, only evangelical preaching. (M. Dannemiller March 1988)

Concerns recommendations by Barri based on information provided by Palou. says the southern territory is the most fertile in California and populations should be established according to Galvez' instructions. Suggests movement of Spanish families to restore and defend the area and avoid losing lands to Indians. Agrees with Palou's suggestions for new ways to populate. Suggests ideas for mission administration and payment of Cura to administer. Suggests incorporation of ranch and farm. Relates conditions in Loreto including lack of working Indian families and lack of water for crops which inhibits mission enlargement. Has 39 Indians who fled Todos Santos due to inhumane treatment by Castro. Has asked padre presidente to replace Castro and Dominguez but hasn't yet. Includes short letters to Barri from Marcelino and Castro y Moreno. Includes decree from fiscal suggesting replacing mayordomos because they provide an opposite example of that which viceroy uses his funds to create. Decree by Bucareli orders fiscal's suggestions be carried out and that Indians not be treated as slaves. Bucareli requests that Barri compile information and submit report on verity of accusations against Ibarzabal. (M. Dannemiller, March 1988)
