Concerns gobernador Chacon of Nueva Mexico's petitioning that his position in Nueva Mexico was exempt from the Media anata in 1793 when he was nominated as well as the conduccion Fee from Spain. The Media anata was extended to include Nueva Mexico in 1799 so Truxillo decides to retroactively charge Chacon in 1800. Lassos and Vildosola support Chacon that it is unjust. Concerns royal appointment of Rouset as bishop of Sonora; papel replaces Martinez Galisonga; papel bulls delayed in arriving; Rouset requests 5,000 peso stipend be released to him for journey to and installation at Arispe, June 1796; Nava as com. Gen. Refuses until royal warrant is submitted to him; real hacienda refuses on the same grounds; Rouset sends copies of letters to real hacienda concerning granted requests of the same nature for Bustamante y Bustillo and Candamo; Rouset finally beseeches Branciforte directly which brings about the monies being released in August of 1797; letter from archbishop to Branciforte outlining royal decree stipend amounts. Heirs of Rivera y Moncada in 1796 use procurador to form strongly worded petition to be presented to king to speed their claims for payment of inheritance, pension and past due salary of captain massacred by Yumas in expedition to California with recruits and settlers in 1781. Delays in processing blamed on bureaucracy and unrealiable testimony from survivors and prisoners. Palou certifies legitimacy of three sons; testimony also taken from neighbors and past military officials to determine inventory of personal effects and amount of past salaries for various positions he held in New Spain. Many references to past reglamentos in determining amount due heirs of salary and Monte Pio militar. Final determination of claim made in Spain and Mexico in 1798; authorized to be paid in 1800. Interesting review of Rivera y Moncada's service record with amount of salary for each advancement.
